The A rea B ased C hildhood Programme 2013 -2016 4 Objectives and Outcomes The objectives of the workshop are: – To set the context for consortium governance within ABC – To scope out consortia issues to address needs identified and communicated from ABC areas – To share experiences and learning with other areas through group work and wider group discussion The learning outcomes for the workshop are: – Strategies for forming an effective consortium structure that will allow areas to successfully design and implement services in their areas

The A rea B ased C hildhood Programme 2013 -2016 5 Introduction, background and context It was decided by the Funders that: funding and support through the ABC programme would be given to a collaboration of services in areas selected by Government; the services involved would form a consortium and agree to work through one of the organisations as a ‘lead organisation’. the lead organisation would apply for funding on behalf of consortium members and manage the contract with Pobal Pobal and the Centre for Effective Services (CES) would manage the delivery of the ABC programme. Collectively, they would support and work with the lead organisations and their local consortia groups in their implementation of the ABC programme

The A rea B ased C hildhood Programme 2013 -2016 6 Governance Framework For the consortium relationship to be satisfactory for all parties, it requires: a shared vision; good communication; sound policies and procedures; effective financial, risk and environmental management systems; a clear understanding of the practical details including potential risks; and access to regularly updated relevant legislation What are the potential pitfalls in developing a consortium? One of the most common potential pitfalls is around a lack of clarity of the purpose, structure and management arrangements for the consortium.

The A rea B ased C hildhood Programme 2013 -2016 9 Additional Supports Pre-development fund: this fund was made available by the funders during the design / pre-contract stage and can be used for costs in developing an appropriate management and governance structure. For example facilitated workshops to assist the development of the consortium in areas of Governance, roles, responsibilities, interagency working practices Proposals are to be made prior to contracting, using the application form which is available from your RDC and should be submitted to your local CES lead officer. It is expected that no more than one proposal from the fund will be submitted by each area.
