11. History has demonstrated the need for an inland port especially after the devastating 1900 Galveston Hurricane. The decision by the Allen brothers to locate Houston at the confluence of White Oak and Buffalo Bayous showed incredible foresight, as Houston has become one of the major ports in the world. While the location of Houston resulted in explosive growth, the rapid expansion through the years has continued to put more of the community at risk from flooding. 13. Houston’s climate is dominated by warm tropical air from the Gulf of Mexico, which makes it a breeding ground for thunderstorms. When the warm moist air combines with the cold dry air from the Rockies, very strong thunderstorms can develop rapidly causing heavy downpours resulting in flooding along area bayous and creeks. CITY ON THE BAYOU: Houston’s History Through Floods Tropical Cyclones that have caused flooding in the Houston Area Persistent east to southeast winds in the Gulf of Mexico will push water into Galveston Bay, inhibiting the normal rainfall drainage from Harris County. This could cause bayous in Harris County to overflow their banks during heavy rainfall events.

16. Tropical Storm Allison formed rapidly just off the Upper Texas Coast and moved inland on June 5, 2001.
