A form of government in which all eligible citizens participate equally.

Absolute Monarchy Prior to 1840
Hawaii was an Absolute Monarchy, under Kamehameha I and then under Liholiho and Kaahumanu Unlimited power Monarchs could make laws but did not need to follow them Power is centralized in the monarchy

Definition: A form of government in which a monarch serves as head of state within the limits of a Constitution.
