DOUBLE BAY MARINA REDEVELOPMENT PROPOSAL D/A # 844/2007/1 Lot and DP No:Lot 13 DP 711414 Lot 1 DP 120298

The slipway, workshop, boat storage and moorings facilities date back to early 1930’s. The marina jetty was last upgraded and extended in 1984/85, since then, no other work has been carried out to modernise, expand or update facilities to meet modern demands and Australian standards. Standing on the dock, looking back at the surrounding houses / apartments, we note that they have largely either rebuilt, extended or modernised to be more in line with people’s modern needs. The marina has not, and is therefore in dire need of updating to meet these modern requirements. The slipway, workshop, boat storage and moorings facilities date back to early 1930’s. 3 - The marina was converted in 1983 to a “Company Title” ownership comprising 38 shareholders, mostly who live within the local area, who are allocated specific berths within the marina. The marina is a service business and operates primarily to provide a range of boating services to its owner occupiers and boat owners in the bay. It is not profit driven. WHO WE ARE

Seamless, streamlined and pile less floating dock more visually in keeping with the modern standards of the local area of Double Bay Improved facilities include -Improved public access -Improved disabled and elderly access -Improved and safer refuelling facilities -Improved security -Improved berthing Seamless, streamlined and pile less floating dock more visually in keeping with the modern standards of the local area of Double Bay Improved facilities include -Improved public access -Improved disabled and elderly access -Improved and safer refuelling facilities -Improved security -Improved berthing WHAT WILL THE NEW MARINA BRING TO THE COMMUNITY?

Valet Parking to Cross St Car Park for all marina users Dedicated Parking spots at Cross St Car Park New boat sewage pump out facilities for marina users and boating public Reduced hours of operation of the marina and slipway Reduced slippings & marina workshop activities No Commercial berthing or mooring of boats in new facility (SCUBA, Charter, Fishing, Training or boat share) to reduce patrons usage Valet Parking to Cross St Car Park for all marina users Dedicated Parking spots at Cross St Car Park New boat sewage pump out facilities for marina users and boating public Reduced hours of operation of the marina and slipway Reduced slippings & marina workshop activities No Commercial berthing or mooring of boats in new facility (SCUBA, Charter, Fishing, Training or boat share) to reduce patrons usage OPERATIONAL IMPROVEMENTS INCLUDE

Double Bay has 3 storm water drains collecting rain water from Bellevue Hill, Bondi Junction and Double Bay which discharges in to the bay. Ongoing maintenance dredging, much like the dredging carried out in Parsley Bay in 1999 by Woollahra Council ( volume 8,000 c.b Meters), has been carried out in Double Bay in 1983 and 1993. The new marina design has improved hydrodynamics with 27 piles instead of 135 in the present marina, as well as being built in deeper water to the west of the bay. This will reduce the need for ongoing maintenance dredging. If the marina was rebuilt on the existing location it would require 12,800 c.b meters of dredging. 7 The new marina requires a reduced 4,800 c.b meters of dredging New dredging technology uses safety booms, skirting and suction cup dredging to minimise impacts in the surrounding areas. There is no sea grass in the proposed dredged area. New marina will utilize sophisticated energy saving technology which is expected to reduce power consumption by 27% and water usage by 90% using bore and recycled water producing a smaller overall carbon footprint The new marina requires a reduced 4,800 c.b meters of dredging New dredging technology uses safety booms, skirting and suction cup dredging to minimise impacts in the surrounding areas. 8 The members of Double Bay Marina have worked on this project for the last 3 years with community consultations & workshops in 2006 and 2007, to ensure we proposed a modern boating facility, that works tightly with in the frame work of the DCP and REP planning controls. We have listened over the last 3 years to the concerns of the community and have made two reductions to the size of the proposed marina, it’s boats and operations. 9 We are proposing an increase of 11 fixed berths, from 40 to 51 & a reduction of 11 swing moorings from 25 to 14 keeping the same total number of boats at 65. There is no increase in total number of boats in the bay. We have not increased the maximum vessel size from the existing 15.5 meters to keep visual impacts to a minimum. We have introduced ways to reduce parking concerns in the immediate area and have kept hours of operations to a bare minimum. This is a realistic proposal, that has been endorsed by the planners of Woollahra Council. The Marina is owned by residents of Sydney and built for the people of Sydney to enjoy one of our greatest assets, Sydney Harbour. We ask that the councillors and members of the public take note of the comprehensive study into this redevelopment when considering this marina upgrade. Thank you for your time.
