1 Cookson & Zinn (PTL) Ltd Tank Base Frame Assembly

2 The Problem Cookson and Zinn were approached by BP to review the offloading and installation procedures of the underground tank, with particular regard to contractors climbing onto tanks to fix crane hooks and entering tank excavation during tank positioning. The Solution This is described in some detail during the presentation and it was arrived at by Cookson and Zinn personnel reviewing several in house proposals and close liaison with the client. The final proposal we feel has gone a long way to reducing the likelihood of personal injury on site.

3 Baseframe assembly with Factory fitted Offloading straps This system is simple in concept, dramatically effective in use and has been adopted as standard by one of the major oil companies, trialled by a second, with a view to adopting it also as their standard, and being reviewed by a third to assess the potential. This potential is not difficult to assess. TANKS SUPPLIED WITH A BASEFRAME ASSEMBLY AND LIFTING FACILITIES SUBSTANTIALLY REDUCE HEALTH & SAFETY RISKS DURING OFFLOADING AND INSTALLATION and MAKE THE SITE OPERATION QUICKER AND EASIER. what does the assembly consist of? A fabricated structural base frame with supporting cradles and holding down straps Reinforcing bars and mesh Factory fitted offloading slings and shackles Guide steering ropes for offloading tanks

4 Base Frame This has been designed to have the necessary structural integrity and to keep the additional cost to an acceptable level. The number of supporting saddles coincides with the number of holding down straps necessary to resist the uplift. The tank is fitted to the cradles and then the certified straps are fastened and tensioned. Reinforcing bars and Mesh. Re- bars and 1 or 2 layers of mesh are attached between the cradles over the full length of the tank. This material will replicate the reinforcement that is normally needed in the concrete to retain tanks in excavation

5 Factory Fitted Lifting Sling Fully rated and certified slings and shackles are fitted at the factory. The slings are then fastened to the vehicle bed during transport. These slings are extra long and as such will extend from the tank setting down position to the side of the excavation. Guide Ropes for Steering Tanks On the current system when the tanks arrive on site it is necessary to attach steering guide ropes to the lifting lugs. This is done in many instances by the contractors climbing a ladder and hand fastening. By factory fitting these and the lifting slings we again eliminate a major safety risk. These slings and ropes can be reached from ground level and once the tank is in position and backfilled they can be retrieved and re-used or just left attached and sacrificed.

6 Advantages Over Conventional Design FeatureBenefit The tanks are levelled at the factory and provide a flat firm surface to locate and install on site Reduces site workload and time and enables accurate orientation and positioning. Base Frame ensures that tanks cannot roll in the excavation Major safety risk eliminated Factory fitted holding down straps eliminates the necessity to lay them under the excavation base Time saving and eliminates the potential for an additional visit by the contractor, and allowing work to proceed before tank arrives. When the tank arrives on site the contractors personnel can attach crane hooks and guide ropes at ground level rather than climb ladders to attach slings. (see operation sequence below). Major risk of falling from ladders eliminated. Time saving at site Minimum site base supports needed for the tank prior to concrete pour and backfill Material and time savings on site Allows concrete pour from top of the excavation Major safety risk eliminated by not requiring personnel to be inside excavation when tanks are installed Tank location marks/brackets can be placed in position by contractor and these positions can be clearly seen from top of excavation. Improves ease of installation and aids positional accuracy.

7 The sequence of operation is as follows: When the tanks arrive on site the installation crew simply have the crane hooks lowered to the level of the vehicle bed, and by standing on the ground the slings from the tank are attached to the crane hook – Major safe risk of having men climbing on tank tops to fasten crane hook is eliminated. The tanks are then lowered into the excavation without the need for personnel to enter the hole – eliminating other serious risk elements from falling or rolling tanks. Once the tank is in position the crane simply draws the slings back to the side of the excavation where they are unhooked, and then placed on top of installed tanks. After the tanks are backfilled the slings can then be unfastened and once returned to CZ can be re-used on another site. This is where Safety and Cost Effectiveness are combined. With our current supply we have 4 sets of slings and shackles and this ensures that if there is any delay in the returning then we always have a spare set. The elimination of risk to site personnel is the main driving force for the above issues. The fact that they also make the installation of the tanks much easier and more certain, significantly reducing costs, are additional major benefits.

9 Testimonial Cookson and Zinn were presented with the award for the best new idea 2006 by BP/Bovis Alliance. As the instigators of the system, and having given full support during its development, Bovis accepted the practical and safety benefits of the base frame and lifting facilities. A spokesman for the Alliance says “This new method has achieved the Global Alliance`s aim by totally eliminating the need for any operative to work at height.
