3 Need of a coherent single process 1.To document HFA1 achievements and lessons, to feed in HFA2 2.To drill down “elements” of HFA2: What targets and indictors, Who will implement, How and with WHAT accountability framework 3.To advocate for integration of HFA2 outcomes in the Post- 2015 development agenda (post MDGs) 4.To prepare background information for 6AMCDRR 5.To build partnerships for HFA2, leading to WCDRR

5 What are the Issues to “drill down”? 1.Building community resilience – turning vulnerability to resilience: What actions are required to build resilience of communities? Underlying questions: a)What elements contribute to local level resilience and the resilience of vulnerable groups such as children, elderly, people with disability? b)Which elements have been effective? And which ones need to be improved? c)What instruments are available to assist in building local level resilience and resilience of vulnerable groups? (e.g. social protection, community engagement, CBDRM including disaster preparedness, post-disaster reconstruction) d)How can the role of children, youth, women, people with disability and other vulnerable groups be enhanced in resilience building? How can local and indigenous knowledge be better integrated?

Underlying questions: e)Who should be responsible for building resilience at the local level? Who should they be accountable to? What targets and indicators could be used to measure progress and underpin accountability? How can these targets and indicators be monitored and measured? Examples of Practices: f)Examples of successful community resilience building? How HFA1 has enabled/contributed to these achievements Important factors in success Challenges and how they were overcome Which stakeholders were engaged and what mechanisms were used?

7 What are the Issues(3) 2.Sustainable Development, Climate Change and DRR integration: Where, at what level and how has the integration proved more efficient and effective? 3.Local level actions: What enables local level action for DRR and resilience building? 4.Women and Gender Equity: What are the measures required to facilitate an enhanced role for women in DRR and resilience building? 5.Reduce exposure/underlying risk : How can decision making be improved to reduce human and economic exposure systematically?

8 What are the Issues (4) 6.Strengthening risk governance and accountability: How to strengthen accountabilities for DRR and resilience building? 7.Incentivizing DRR in the private sector: How can the private sector be incentivized to reduce disaster risk in their investment decisions?

What enables local level action for DRR and resilience building? Q4. What are the measures required to facilitate an enhanced role for women in DRR and resilience building? Q6. How to strengthen accountabilities for DRR and resilience building?

10 6AMCDRR sub-themes & HFA2 (2) Sub-theme 2: Increase public investments for disaster and climate risk management to protect development gains This sub-theme will be informed by: Q3.What enables local level action for DRR and resilience building? Q2.Where has integration of DRR, climate change and sustainable development proved more efficient and effective? Q5.How can decision-making be improved to reduce exposure systematically? Q6. How to strengthen accountabilities for DRR and resilience building? Sub-theme 3: Public-Private Partnership for DRR This sub-theme will be informed by: Q7. How can the private sector be incentivized to make investment decisions that reduce disaster and climate risk?

11 Proposed Approach Combined process to: 1. Generate contributions for HFA2 ‘drill down’: WHAT:suggestions for required specific actions, targets and indicators for issues to be considered in HFA2 WHO:suggestions for specific stakeholder(s) who should implement the recommended actions for consideration in HFA2 HOW:suggestions on how 1) to address the issues proposed, drawing on the practical experience, 2) to obtain commitments of stakeholders for implementation, 3) to ensure accountabilities (i.e. what Monitoring and Review mechanisms), substantiated with examples and good practices. 2. Build ownership and commitment of countries and stakeholder groups 3. Generate evidence of HFA1 achievements and learning to guide the implementation of HFA2 4. Generate background information towrds WCDRR (6AMCDRR, HFA2)

12 Proposed Approach (2) Guiding principles: 1.Building on existing knowledge and experience 2.Ensure wide participation and ownership (of countries, organizations, stakeholder groups, etc) 3.Drawing knowledge and practical experience through accelerated implementation

13 Possible elements of the report For each suggested area, a maximum 15-20 pages main report would include: Analysis: That addresses the key and underlying questions (as specified) using a combination of information gathered from: Literature review Contributions from countries and partners Examples of practices – with a specific view of providing practical solutions to the challenges explored and documentation of HFA1 learning Targets, indictors and accountabilities for HFA2: For accountability to be effective, it is important that the report conclude with an analysis of: Who needs to be accountable for what? Who will the actors become accountable to? What targets and indicators could be used to measure progress and underpin accountability measures? How can these targets and indicators be monitored and measured?

14 Possible elements of the report (2) For each suggested area, a maximum 15-20 pages main report would include: Stakeholder engagement: identifying which stakeholders should be engaged in implementing the recommendations and what could be the mechanisms. Annex: with contributions and examples of practices and possibly literature review of existing knowledge on the topics

15 Timeline A consolidated background document - to be finalized by March 2014 Edited and printed by – March 2014 Final peer-reviewed/ edited – February 2014 (Final editorial meeting will be required) 2nd draft – January 2014 1st draft – Dec 2013 (an editorial meeting will be required at this time) Actual studies and contributions (Sep-Dec 2013) Develop detailed research plan and mobilize resources (September 2013) Establishment of background study team(TS leads, stakeholder groups and interested IAP members) – August 2013 Presenting it to the Ex-Com and Development Partner Support Group (August 2013) – we are here!
