Bush’s initiative –October 26, 1990 - Passed the U.S. Senate: 89-10 –October 27, 1990 - Passed the U.S. House: 401-25 –November 15, 1990 – Signed into law In its innovative approaches to pollution control, in the extent to which its implementation envisions an unprecedented degree of cooperation between government and the private sector, and in its promise of a renewed national commitment to environmental protection, the new law is a major milestone in the evolution of environmental protection in the United States. ~EPA Administrator William K.
