Reaffirm commitment to existing cooperation mechanisms Highlight critical new trends and dynamics Promote research, capacity-development and proactive policy approaches in critical areas (climate change, transformation due to urbanization, need to support the governance of South-South migration, stranded migrants, especially those caught in crises in host countries) 4

Outcome of CPD46 is important for the HLD – Resolution 2013/1 Emphasis on protection of human rights and fundamental freedoms Human rights and fundamental freedoms of all migrants, regardless of their migration status Preventing and eliminating trafficking in persons Migration as an intrinsic part of development and globalization Migration as a complex, multidimensional phenomenon and as an intrinsic feature of a globalizing world Migration as an opportunity for economic independence and empowerment for women Promotion of cooperation at all levels (challenge of undocumented or irregular migration, and fostering orderly, regular and safe processes of migration) 10

Panel event and Informal Hearings: What to expect? 17 Panel: First part - experts thinking out of the box, expose member states to some creative ideas about migration and development; issues of labour recruitment, cost of migration, regional agreements. Second part - issues of institutional coherence at the international level Informal interactive hearings with NGOs, civil society and private sector: Dialogue between civil society and member states: focus will be on accountability, holding member states accountable, accountability framework

Migration in the post-2015 development agenda The High-level Dialogue: important stepping stone in preparing for the post- 2015 UN development agenda. Strong consensus in October on the role of migration in improving human development outcomes - essential for migration to be recognized as a positive force for development in the new agenda. 18

Migration in the post-2015 development agenda-Population dynamics thematic consultations Outcome document: Population Dynamics in the Post-2015 Development Agenda –Rights-based and gender-responsive policies to address and harness population dynamics –Integrate and harmonize survey data, critical data on migration and maternal mortality –Develop and strengthen global and regional partnerships to address the challenges and seize the opportunities provided by changes in population size, the demographic bonus, internal and international migration and urbanization. Some key recommendations on migration by the post-2015 thematic consultations 20 Eliminate barriers to human rights Respect equal treatment (employment, wages, working conditions, and social protection, other social benefits, health care) Regulate recruitment agencies (protection of migrant workers, especially domestic workers, and lower costs of migration) Bilateral, regional and global partnerships (address vulnerability of migrants, realization of the full development potential of migration) Portability of social security entitlements, recognition of educational qualifications, and development of skills Mainstream migration in development policies Engage within existing international frameworks (UNFCCC) to address climate change related movements (including migration in disaster risk reduction efforts) Low cost transfer of remittances Incentives to invest in origin and destination for sustainable development Promote social and economic cohesion
