CEN/CLC/TC4 "Services for Fire Safety and Security Systems"
European Services Directive Origin and Background for European Services Standards The Directive, 2006/123/EC, on services in the Internal Market ("Services Directive= SD") lay claims to all EU nations to remove all legal & administrative barriers to trade, to release the untapped growth potential of services markets in EU. The SD challenges European Standards (EN) and competence schemes to guarantee quality (SD article 26) EU Commission and CEN encourage the stakeholders to define EN-standards on how to provide services in their sector (Programming Mandate M/371). The proposed amendment to this document foresees the extension from horizontal to sectorial standards, which is in line with the intent of TC 4. Typical situation today in Europe to provide services for fire safety or security systems
There is no European standard defining requirements for a company and its staff in providing services for fire safety or electronic security systems. For each country (EU or EFTA), there are individually defined requirements and individually designed application processes. Attaining approval requires specific knowledge of national laws & regulations and national application standards. View to the future situation with a common European services standard to provide services for fire safety or security systems One European standard defines commonly understood quality requirements for services providers and its staff. This services standard is complementary to the application standards and does not conflict with national laws & regulations. Where European application standards are not in place, the services standard calls for use of other applicable (e.g. national) standards to be used. Where is the value of such a standard?
The real question at hand is the true value in shifting from national based to European based standards. Understandably, every country with established national standards has its concerns and will argue the unnecessary efforts and costs. But we need to take the bigger picture into consideration, which is working together as a unified market thereby creating the long-term value we need. Here are some of the key areas of value: Market Impacts Provides higher stability of requirements across Europe Customers with multiple European sites have one defined quality level for suppliers of Fire Safety and/or Electronic Security systems Standard is fair for all sizes of companies Quality Secures a common base for quality in all services, which is valid for all. Minimum quality of installed systems can be expected with secondary impacts (e.g. reduction of false alarms) Export Strengthens and supports European Export business. Public Tenders Enables better access to European tenders. Publically funded projects will require a common quality basis. What is the Mandate and Scope of CEN/CLC/TC 4?
1) Mandate to Project Committee The CEN/CLC/TC 4 „Project Committee – Services for fire safety and security systems“ should develop a basic standard for services for fire safety and security systems. The deliverable shall be a European Standard (EN). 2) Scope of the Standard This European Standard specifies the general requirements for the minimum quality of service provided by organizations as well as the competencies of their involved staff charged with the planning, design, installation, commissioning, verification, handover or maintenance of fire safety systems and/or security systems, regardless whether these services are provided on-site or remotely. This European Standard is applicable to services for fire safety systems and/or security systems, which are fire detection and fire alarm systems, security alarm systems including those parts of an alarm transmission system that the service provider has contractually accepted responsibility for (except social alarm systems, alarm receiving centers and the remaining parts of alarm transmission systems) and fixed fire fighting systems and combination of such systems. If not available at European level, national standards may be applied. 4 5 Component Standards Each sector may have standard(s) for components(products) called up in the system standard. Proposal for Certification Process (Work in Progress)
Entity seeking Certification for: - Planning and Design - in Country B The entity seeking certification submits all relevant documents with the application. The certifier assesses compliance for the works the entity wishes to provide. Providing a certificate of compliance with TC 4 requirements issued by another country under the same scheme for the same Works would be the basis of proof of TC 4 compliance. If there is no certificate provided/available, then the Certifier conducts a full assessment to establish TC 4 compliance. The Certifier conducts a full assessment to establish compliance with country specific laws, regulations and guidelines. If all steps are successful, then the certificate applied for is issued. Application “Company X” Application for Certification Country: - B Works: - Planning - Design Required documentation Includes existing certifications under this scheme. Certificate for Country B to conduct the following Works Planning Design Steps in a flowchart for a Service Provider to get a certification in a European country The Service Providers decides in which field of expertise and for which stages of work the service provider wants to have a certificate and gives an application to the national accredited certifier (Country A). In this application he declares to the certifier that he is able to fulfill the relevant requirements given by European (TC 4 standard) and the national standards and claims for a certification result, which expresses separately the compliance with the European standard and the possible national standards. The national certifier checks the application, calls possibly for further documents and decides how to verify the application. The first verification step is always the review: Does the applicant fulfill the base requirements of the European standard (TC4 standard)? If not there is no way for certification, because the service provider does not fulfill the base requirements valid for all European countries. If yes, the certifier checks the service provider in respect to the additional national requirements (Country A). If the result is positive the service provider is certified in this country (A). If not, he can repeat. The service provider makes an identical application to a national certifier in another European country (B) to be certified in this country. The service provider shows the certificate from the national certifier country A that shows he fulfills the requirements to the European standard (TC4 standard) to the national certifier in country B and the national certifier in country B has to accept this. So what may change ? The standard focuses on the service provider They need to prove who they are Demonstrate resource, infrastructure, knowledge and skills . Requirements for staff The standard will be looking for people who can prove expertise in their declared field of work Three levels are indicated in the standard These are referenced to EQF level 5,4 and 3 (NVQ level 4,3,2) i.e. Higher National certificate (HNC) Vocational qualification level 3 ,GCE AS and A level GCSEs at grade A - C Each discipline may have to enhance or develop sector specific qualifications May 2014 CEN/CLC/TC4 "Services for Fire Safety and Security Systems"

Next steps The Working has now started work as an official item in CEN/CLC The draft , CEN/CLC/TC 4 N 278 is being translated This will be released for National comment Comments review scheduled for December 2014 4 We may see a finished standard in 2015 !
