24 2001 Sources of Air Quality Emissions Ozone – Top 3 Sources (tons per day) SJV SJV Kern E. Kern -Heavy Duty Diesel Trucks 80 18 <1 - Light/Medium Duty Trucks 68 14 2 - Farm Equipment 65 5 <1 (300 tons need to be eliminated valley-wide by 2010 to achieve the standard.)

26 Ozone Health Risks Affects people with respiratory conditions such as asthma Children and elderly at-risk

27 The Sanctions Hammer The “Hammer” falls on Federal Transportation Funding – Rarely used Hammer triggered by failure to demonstrate attainment of Standards for: –Ozone –PM 10 –CO Air District Requesting Bump-up to Extreme to buy 5 more years to attain. New standards coming as science improves and studies are completed.

28 Sanctions: The 2-Year Clock The Clock –18 mo. 2-1 offsets for Stationary Sources 6 mo. later – Highway Sanctions The Severe Ozone Plan will trigger Highway Sanctions in Sept. 2004 if the bump-up to Extreme is not approved.

29 Controlling Ozone Emissions with all Reasonably Available Control Measures (RACM)

30 In 2002, Kern Local Governments Committed to Ozone Control Measures 14 - Participating local governments 44 - Ozone Control Measures (RACM) 114 - Commitments to implement Control Measures in San Joaquin Valley Severe Area Ozone Plan. 140 – Control Measures in use nationally were considered by all agencies.
