Proposed Dredge Mix:
6
Three Types of Fill: Mix “A” 80-90% Dredge 10-20% coal ash (from cogeneration power plants) The ash will dry and stabilize the dredge Increase the pH of fill to counteract the acidity (AMD) Hardens the dredge material, makes it less permeable to water Mix “B” Dredge 5-15% cement kiln dust (byproduct of manufacturing of Portland cement) the cement kiln dust will increase the fill strength by 15- 40% Mix “C” Dredge 5-15% percent lime kiln dust (a byproduct in the manufacturing of lime from crushed limestone) provides additional drying agent, increases the pH, lowers its permeability, and reduces the potential for leaching 5-15% coal ash.

Points of Dispute: Water Quality Leaching Heavy metals: aluminum, arsenic, cadmium, chromium, lead, manganese, mercury, and vanadium Radioactive Waste Railways Build new or refurbish existing rail lines Traffic Funding Army Core of Engeneers may loose funding may loose funding
8
Conclusion: Create upwards of 9,000 new jobs, At least $10 million Free facelift for Hazleton Quick fix for abandoned mine land problems everywhere. However, Risky due to it being an experimental process.
