Baird 1. INITIATE PROCESS CIP Project Manager submits Consultants Design Brief and conceptual sketches to CZMU. CZMU delivers project to Steering Committee. 2. STEERING COMMITTEE REVIEW Committee comprised of senior technical members from the agencies that are involved in the T&CP review process This is a review level intended to speed-up the approval process Committee review and comment or, recommend to proceed 3. TOWN & COUNTRY PLANNING Review project and final drawings for compliance with planning guidelines HWM delineation required at this stage 4. MINISTER OF PLANNING Approval/Permission or Rejection of works Opportunity for Solicitor General Review Here 5. CHAIR of TENDERS REVIEW Review contract and technical documents Provide Tendering dates 6. IADB REVIEW Ensure compliance with tendering policies for IADB funded projects and borrowing restrictions 7. Baird Project Location Welches beach is located at Welches in Christ Church on the south side of Highway 7, approximately 0.5 km west of Oistins on the south side of Highway 7, approximately 0.5 km west of Oistins.

Baird The Problem During high wave energy events, waves either: (1) run along the undercut sea cliff, increasing in height as they move inshore at the window to the sea at Cachel causing overtopping.

Baird (2) The second area susceptible to overtopping is located at the east end of the Welches “Window-to-the-Sea”. The seawall terminates immediately west of the problem area (the blue wall in the photo is located on the north side of Highway 7). The Problem

Baird Selection of Headland/Beach Headland/Beach prevents loss in most conditions Beachfill only would experience rapid loss of sand and would not provide a reliable base for the walkway Breakwaters would prevent natural supply from offshore (and result in increased wave setup)
