21 July 2008 3 CHRONOLOGY: STANDARDISATION ACTIVITY 1966 - Standards Institute of Malaysia (SIM) 1972 – National Institute of Industrial Research (NISIR) 1975 – Standards and Industrial Research Institute of Malaysia (SIRIM) was established under SIRIM Act 1975 (Act 157) (a merger of SIM and NISIR) 1996: SIRIM was corporatised, becomes SIRIM Berhad and Department of Standards Malaysia (DSM) was established under Standards of Malaysia Act 1996 which repealed the SIRIM Act. 21 July 2008 5 Standards of Malaysia Act 1996 Mandates the Department of Standards Malaysia to develop national standards Gives power to the Minister to declare any documents developed under this act as national standards (Malaysian Standards-MS)

21 July 2008 7 Standards of Malaysia Act 1996 – Key Provisions Section 13(1) – There shall be established a Council to be known as Malaysian Standards and Accreditation Council.. Section 13(3) – Subject to the direction and control by the Minister the duties of the Council shall be:- a)To advise the Minister in respect of standardization policies, programmes, schemes, projects and activities; b)To advise the Minister in respect of standards specifications.. Section 14 – Notwithstanding section 13, the Council may, subject the prior approval of the minister establish such committees.. for the discharge of its duties and function.. Section 15(1) – The Minister may, by notification in the gazette declare any specification…to be a standard..

21 July 2008 8 Standards of Malaysia Act 1996 – Key Provisions (Con’t) Section 10(1) – Duties of the Director General shall be to foster and promote standards.. as a means of advancing national economy, benefiting the health, safety and welfare of the public, assisting and protecting consumers, promoting industrial efficiency and development, facilitating domestic and international trade and furthering international cooperation in relation to standards. Section 10(2) – In discharging his duties.. The Director General may: a)Appoint a sole national agency to coordinate standards development in Malaysia.. and to represent Malaysia in international standardization activities.

21 July 2008 30 NSSAP Approved by the Cabinet on 13 October 2004 A blueprint document that outlines the strategy and action plan to enhance the standardisation activities in Malaysia: –Wider adoption of MS in technical regulation –Ensuring stakeholder participation and support for standardisation –Strategic involvement in regional and international standardisation activities –Timely delivery of MS that meet the current and future needs of stakeholders –Greater awareness and usage of MS by the Government, private sector and the consumers in procurement, trade, production, manufacturing and provision of services

Allocation for Government Agencies to participate in International Standardization Activities Enhanced Usage of Malaysian Standards in regulation -Of the total of 5060 MS developed, 127 standards have been mandatory - -Used by regulators – JPJ, MPOB, KPKT, Energy Commission, Customs, CIDB Recognition of STANDARDS MALAYSIA’s Accreditation Services - Regulatory agencies to recognise Conformity Assessment Bodies accredited by STANDARDS MALAYSIA

21 July 2008 32 The main functions of the department are Standards and Accreditation Implement policies and strategies for national standardisation; Recommend Malaysian Standards for approval; Promote the usage of Malaysian and international standards; Represent Malaysia in regional and international standardisation activities; and Promote co-operation in standardisation activities within the country as well as with regional and international organisations. Accredit organisations engaged in conformity assessment activities: testing, calibration, inspection and certification of products and systems; Maintain a register of accredited organisations and their marks of conformity; Represent Malaysia in international and regional accreditation activities; and Facilitate international and regional recognition of accredited organisations and certificates. 7 (as stipulated in the Act)

21 July 2008 51 CONCLUSION Government through STANDARDS MALAYSIA is committed in supporting and strengthening of the national standardisation and accreditation infrastructure including in timber sector STANDARDS MALAYSIA is reviewing the study carried out in 2003 on “Standardisation Needs” in order to ensure MS developed are market relevant Incentives to attract experts as well as for private sector participation in standardisation and accreditation activities will be revised Promotion activities through strategic alliances is being intensified
