Shelter Meeting 09b is hosted by UNHCR Introduction to transitional shelter Transitional shelter was introduced by Shelter Centre following the South Asia Tsunami in 2004, seconded by DFID and UNHCR, and UN/OCHA in Sri Lanka and Indonesia, respectively. 56,000 shelters were built over the reconstruction period, accommodating the majority of the affected population The approach has since accommodated millions of conflict and disaster affected people, from Kenya to Indonesia Manufacturers are developing prototypes to Transitional Shelter Standards, funded by DFID and USAID

There are 3 interrelated projects funded by DFID and USAID Transitional Shelter Guidelines are a set of practical field guidelines for using transitional shelter in programmes Transitional Shelter Standards are common standards and indicators to improve the quality and consistency of transitional shelters in response programmes Transitional Shelter Prototypes are examples of stockpilable transitional shelters developed by manufacturers that meet the Standards

Transitional shelter has been included in ALNAP’s publication Innovations in international humanitarian action

Shelter Meeting 09b is hosted by UNHCR Consortium obligations At previous Shelter Meetings and project meetings, Shelter Centre has asked agencies to join the project Consortium As a member of the Consortium, an agency has no obligation to purchase any resulting stockpiled transitional shelter Consortium members agree to follow the project and to be members of a project technical working group Members are only obligated to provide feedback on the Transitional Shelter Standards and on the Transitional Shelter Prototypes developed by manufacturers
