U.S. FORCES WILL UTILIZE 3 SEPARATE INSTALLATIONS AT TAPA.
LIFE SUPPORT IS LOCATED AT TAPA BARRACKS. THE FUEL POINT IS LOCATED IN A SEPARATE MOTOR POOL. THE GYM IS LOCATED ON AN OLD SOVIET BASE NEAR BY.

BARRACKS: SURROUNDED ON ALL SIDES BY A TALL FENCE (3m) TOPPED WITH WIRE. FENCE IS NEW. THERE WERE NO HOLES DETECTED IN THE FENCE. STAND OFF ON BOTH SIDES OF THE FENCE IS MORE THAN 10m AND IS CLEAR OF OBSTRUCTION. LIGHTS ILLUMINATE THE PERIMETER DURING HOURS OF DARKNESS.

BARRACKS: ALL BUILDINGS UTILIZED BY U.S. FORCES ARE MORE THAN 150m FROM THE PERIMETER. HN SECURITY PATROLS THE PERIMETER REGULARLY. ACCESS TO THE INSTALLATION MUST BE COORDINATED WITH HN MILITARY. AN ACCESS ROSTER IS MAINTAINED AT THE ENTRY CONTROL POINT.

BARRACKS CONTINUED: THERE ARE TWO TYPES OF SECURITY CAMERAS:
FIXED 360 DEGREE VIEW CAMERAS MANUAL ROTATION CAMERAS CAMERAS PROVIDE VISIBILITY OF THE ENTIRE PERIMETER. CAMERAS HAVE NIGHT VISION CAPABILITY. CAMERAS ARE MONITORED 24/7 BY HN SECURITY.

INSTALLATION SECURITY IS PROVIDED BY THE ESTONIAN DEFENSE LEAGUE.
THEY CAN BE RECOGNISED BY THE ORANGE ARM BAND.

BARRACKS CONTINUED: THE BASE IS NEW AND CONSTRUCTION IS ON-GOING.
CONSTRUCTION SITES ARE AWAY FROM SUPPORT AREAS. CONSTRUCTION AREAS ARE “RESTRICTED” BY HN DUE TO THE PRESENCE OF HEAVY EQUIPMENT. THERE ARE NO “RESTRICTED” SIGNS POSTED. MITIGATION: REQUEST HN TO POST SIGNS. PROHIBIT SOLDIERS FROM ENTERING CONSTRUCTION SITES.

BARRACKS CONTINUED: THERE ARE SOME AREAS ON THE INSTALLATION THAT ARE FENCED OFF, BUT WITH GATES THAT ARE OPEN. THE AREAS ARE CONTAINED WITHIN THE WHOLE OF THE INSTALLATION PERIMETER (SECURE). THE AREAS ARE “RESTRICTED,” HOWEVER, THERE ARE NO SIGNS POSTED. MITIGATION: REQUEST HN POST SIGNS. PROHIBIT SOLDIERS FROM ENTERING RESTRICTED AREAS.

BARRACKS CONTINUED: RUNNING FOR PT IS ONLY ALLOWED INSIDE THE PERIMETER. (EXCEPTION – RUNNING TO THE GYM). THERE IS A ROAD THAT PARALLELS THE INSIDE PERIMETER, HOWEVER IT PASSES BY RESTRICTED AREAS. THE HN LIAISON GRANTED PERMISSION FOR U.S. SOLDIERS TO RUN ALONG THE ENTIRE PERIMETER. HN SECURITY SUGGESTED AN ALTERNATE ROUTE THAT BY PASSES CONSTRUCTION.

BARRACKS CONTINUED: CONFLICT RESOLUTION: SOLDIERS MAY RUN ALONG THE PERIMETER DURING HOURS BEFORE AND AFTER CONSTRUCTION WORK OCCURS. DURING CONSTRUCTION HOURS, SOLDIERS WILL RUN THE ROUTE SUGGESTED BY SECURITY. ATO WILL POST THIS INFORMATION, AND ROUTE MAPS IN SOLDIER’S LIVING AREAS.

BARRACKS ECP: ECP IS CONTROLLED BY HN MILITARY POLICE 24/7.
THERE ARE ONLY TWO TRAFFIC LANES. EACH LANE HAS ONE SINGLE DROP BAR BARRIER ONLY. THERE ARE NO BARRIERS TO CREATE A SERPENTINE APPROACH. MITIGATION: REQUEST HN POST A SPEED LIMIT FOR IN-COMING TRAFFIC. IT’S NOT POSSIBLE TO CONSTRUCT A SERPENTINE APPROACH, BECAUSE THERE ARE ONLY 2 NARROW LANES.

ECP CONTINUED: THE VEHICLE SEARCH AREA IS IN A PARKING LOT BY THE ECP.
VEHICLES ARE SEARCHED IF THEY ARE NOT EXPECTED TO ARRIVE. THE VEHICLE SEARCH AREA IS MORE THAN 300 METERS FROM ALL BUILDINGS UTILIZED BY U.S. FORCES.

MOTOR POOL: THE FUEL POINT IS LOCATED IN A SMALL MOTOR POOL SEPARATE FROM THE BARRACKS INSTALLATION. IT IS IN LINE-OF-SIGHT OF THE BARRACKS. IT IS SURROUNDED BY A HIGH FENCE. SECURITY GUARDS ARE PRESENT 24/7 AT THE ECP. NOTE: HN SECURITY STATED THAT THE MOTOR POOL ECP IS A SAFE HAVEN FOR U.S. FORCES IF THEY ENCOUNTER ANY TROUBLE ON THEIR WAY TO THE GYM.

THE MOTOR POOL ECP IS A SAFE HAVEN ALONG THE ROUTE FROM THE BARRACKS TO THE GYM. GYM ECP MOTOR POOL ECP GYM

GYM: THE GYM IS LOCATED ON A FORMER SOVIET BASE.
IT IS THE FIRST BUILDING TO THE LEFT UPON ENTERING THE ECP. THE COMPOUND POSES A DANGER TO U.S. FORCES. THERE ARE MANY DERELICT BUILDINGS. THE COMPOUND IS EXTENSIVE. HN IS UNABLE TO SECURE THE PERIMETER. LOCALS SNEAK IN TO PICK THROUGH THE ABANDONED BUILDINGS.

MITIGATION: PROHIBIT SOLDIERS FROM ENTERING ANY BUILDING OTHER THAN THE GYM. IMPOSE A GYM CURFEW.

LOCAL RESIDENTIAL NEIGHBORHOOD

THERE IS A RESIDENTIAL NEIGHBORHOOD WITHIN LINE-OF-SIGHT OF THE BARRACKS, MOTOR POOL AND GYM.
THERE ARE SEVERAL MULTI-STORIED APARTMENT BUILDINGS THAT WERE FORMERLY THE BILLETS OF SOVIET ARMY OFFICERS. HN SECURITY STATED THAT WHEN THE SOVIETS LEFT, MANY OF THE SOVIET OFFICERS REMAINED BEHIND AS “RETIRED VETERANS.” MITIGATION: PROHIBIT SOLDIERS FROM ENTERING THE NEIGHBORHOOD. ENSURE SOLDIERS ARE AWARE OF WHERE THEY CAN AND CAN NOT GO. ATO WILL POST OFF-LIMIT AREAS IN A PROMINENT PLACE.
