The Role of the Government in the 20 th Century At the beginning of 20 th century, economic development of province: ○ Private companies Social services ○ Family ○ Religious communities ○ Private institutions Government barely intervened.

ACTIVE SECTORS AT THE START OF THE 20 TH CENTURY THE ECONOMYPUBLIC SERVICESOCIAL AFFAIRS Controlled by private enterprises. Government’s role of passing laws and regulations that encouraged the growth of private businesses and investments that created jobs for workers. Government managed infrastructure construction: bridges, paving or roads and highways. Private enterprises made large profits on: drinking water, electricity and mass transportation (municipal public services). Some companies had monopolies (Montreal Light, Heat and Power Company), which supplied gas and electricity to the city of Montreal Government intervened very little (except minimum wage for women and work accident compensation) 1920 – spending on healthcare and welfare accounted 10% of provincial budget (present-day 43%). Most French schools belonged to Church.
