5. Counterargument: This will never work because…. The insurance will be to high for the people to pay and many people will disapprove. The people who don’t have problems would not want to pay the the high insurance.

6. Who Suffers? All the people will suffer. But it is worth the price because we will have more water in our aquifer. We would never go low on water as much as we do now. You would have less problems when it floods.

7. The Goal Is to prevent as many floods as possible. Also to prevent any housing or business damage.
