31/05/2006 START is about… reducing energy use by making freight traffic in cities more energy efficient implementing a combination of short-term actions; access restrictions, consolidation schemes and incentives in the 5 partner cities Bristol, Göteborg, Ljubljana, Ravenna and Riga establishing collaboration with the transport business formalised in local freight networks.

31/05/2006 Objectives Reduction of energy use and emissions caused by freight traffic Increased awareness and acceptance from the transport business on how to increase energy and economic efficiency of freight transport Increased public - private cooperation Increased exchange of experience, both on local and European level among stakeholders in freight transport

31/05/2006 Implementation The activities are carried out in 5 cities and are organised in three different themes: Access restrictions; identify regulations for freight transport for specific areas Consolidations centres; set up and further develop consolidation schemes Incentives; develop incentives for vehicles with a high load factor

31/05/2006 Expected results Developed regulations for new and expanded restricted areas in the partner cities. Implemented consolidation schemes in new areas and with new participants. A complete new programme of incentives implemented. Local freight networks established in every partner city.

31/05/2006 Current situation in Ljubljana freight traffic Big increase of International transit of trucks with trailers and semi trailers on state highways since joining EU Access restrictions for freight transport in the year 2001 Total restriction for all vehicles exceeding 3,5 tones in city centre and 7,5t in peak hours inside motorway ring Delivery time (in pedestrian areas) is from 6.00 till 9.30 (cca. 500 permissions/year) 20 parking places for delivery in city centre several unconnected logistic centres in Ljubljana

31/05/2006 Establishment of Local freight network in Ljubljana 10 – 20 representatives from: –Local Authorities –Road Hauliers/logistics companies/shippers –Transport Associations –Retailers –Manufacturers –Service providers – couriers, refuse collectors –Rail Operators –Airport/Port authority if appropriate Main goal is exchange of views, experience and giving recommendations to decision makers
