2 2 Introduction Mo.Ve Observatory was created in 2002 by Automobile Club Italia in cooperation with FIA (Fédération International de l’Automobile) and University of Milan–Bicocca. The main purpose is to offer the international community an annual platform to exchange opinions and experiences between institutions (supranational, national and local), associations, business and academia on specific priority themes related to sustainable mobility in metropolitan areas. Since the 25th of May 2005, Mo.Ve Observatory has formally become an International Association (AISBL) based in Brussels. The promoters are 4 Automobile Clubs: ACI (www.aci.it), RACE (www.race.es), RACC (www.racc.es), ÖAMTC (www.oeamtc.at).www.race.eswww.racc.eswww.oeamtc.at The Association is open to Automobile Clubs of Europe and to other public or private organisations with the specific interest in sustainable mobility.

6 6 Mo. Ve shared visions High degree of individual mobility is embedded in contemporary urbanisation. No formal “right to mobility”, but mobility is a shared central value, particularly in European society. Mobility has an impact in social justice and equity. Restrictions to mobility could lead to social exclusion. Public and private transport must be seen as complementary. Not only passenger cars but also freight delivery have impact on urban mobility systems. A sustainable urban mobility system is key for the competitiveness and development of the urban environment. No single solution could solve the problem in absolute terms.
