Proposed amendments for Seed Certification and Variety Release Insertion of definitions for: ◦ “certifying authority” ( to include National Seed Authority) ◦ “international or regional instrument” Twelfth Schedule: ◦ SADC Variety Release System: Application Form ◦ Seed classes Except the class for “quality declared seed” which each country shall determine individually ◦ Seed Certification Standards

Proposed amendments for Quarantine and Phytosanitary Measures Proposed that current regulations be streamlined into the following three Regulations:--- 1. Plant Pests and diseases ( Importation and Control of Pests) Regulations, 2012 2. Plant Pests and Diseases (General) Regulations, 2012 3. Plant Pests and Diseases (Nursery) Regulations, 2012

Proposed amendments for Quarantine and Phytosanitary Measures Continued The three proposed Regulations shall each deal with specific issues relative to Plant Quarantine and Phytosanitary Measures within Zimbabwe. The proposed Plant Pests and diseases ( Importation and Control of Pests) Regulations, 2012 contain the amendments that shall enable Zimbabwe to be fully SADC Seed System compliant.

Proposed amendments for Quarantine and Phytosanitary Measures Continued These amendments shall be effected through the incorporation of:-- A) Harmonised list of pests that require control when seeds of important crops are traded among SADC countries and when moved from a country outside the SADC region into a country within the SADC region. B) The adoption of common formats of various certificates and documentation specifically, ◦ Plant Import Permit; ◦ Phytosanitary Certificate; and ◦ Re-Export Phytosanitary Certificate.
