Review Tabled Agenda Item: Additional M&V Data on Ag Pump VFD Projects Determination of M&V requirements and/or deemed savings Regional Technical Forum August 4 th, 2009

Background: July RTF Meeting BPA requested a deemed savings number for VFD’s in agriculture pump applications. BPA thinks a deemed number would encourage more projects since the current M&V requirements deter many projects. BPA Data: Proposal: Deem savings at 500 kWh/year/hp Issues Raised by the RTF – Operating hours vary based on crop type, weather, etc. – Not a lot of data to base a deemed savings from – Data do not show a linear relationship between savings and pump horsepower Meeting Conclusion: Table the issue until we see PacifiCorp’s project data

Recommended Options Option 1: Use data to generate a deem savings table for pumps 500 hp and less. – Allow all projects to claim the deemed savings value, based on pump size rating. – Pumps less than 25 hp do not qualify and pumps greater than 500 hp require M&V. Require pre and post M&V on 20% of the projects (selected randomly). Revise deemed savings estimates in 2 years, based on M&V data. Option 2: Do not deem energy savings at this time – If interest, RTF will review M&V data again in 2 years for merits of deeming Continue to require custom project M&V Note: Preliminary estimated 6 th Plan cutoff for cost-effectiveness is about 60 to 70 mils/kWh for non-lost-opportunity measures.
