5 Question: Is it permissible to provide housing and meals for student-athletes engaged in a noncredited summer internship offered as part of an institution’s life skills and personal development programming? Academic and Other Support Services (Bylaw 16.3)

6 Current Position:  Providing elements of financial aid in conjunction with personal development services is permissible.  SAs cannot be enrolled and receiving similar expenses as part of their institutional financial aid.  Bylaw 16.3.1.1 flexibility. 7 Additional Dialogue:  What expenses can be provided in conjunction with Bylaw 16.3 services?  When can expenses be provided to SAs involved in permissible Bylaw 16.3 activities? Academic and Other Support Services (Bylaw 16.3)

9 Question No. 1: Is it permissible to provide medical expenses to a former student-athlete? Current Position: Yes, it is permissible to provide medical expenses to former student-athletes.  Including SAs who have exhausted eligibility. Medical Expenses (Bylaw 16.4)

10 Additional Dialogue:  What is the appropriate scope of the medical services to be provided?  Are there expenses not permissible to provide pursuant to Bylaw 16.4?  Is it permissible to provide basic medical insurance for former student-athletes? Medical Expenses (Bylaw 16.4)

11 Question No. 2:  Is it permissible to provide expenses to a SA who is enrolled part-time while rehabilitating an injury? Current Position:  It is permissible to provide medical expenses to a part-time SA.  The SA will not trigger the start of his 5-year clock. Medical Expenses (Bylaw 16.4)

13 Meals Incidental to Participation Bylaw 16.5.2 – (d)

14 General Principle  May not be used to replace meals otherwise covered by financial aid (e.g., meal plan, off- campus dining stipend).  Designed to ensure that SAs' nutritional needs are met incidental to practice and other activities. Meals Incidental to Participation (Bylaw 16.5.2 – (d))

16 Question No. 2: Is it permissible to provide meals incidental to participation in conjunction with voluntary athletically related activities? 18 Student Assistance Fund Bylaw 16.11.1.8

19 General Principle: NCAA Proposal No. 2014-13-1 permits Student Assistance Fund to be used for its intended purposes without counting toward the permissible amount of financial aid that an institution may award to an SA. Student Assistance Fund (Bylaw 16.11.1.8)

20 Question No. 1:  Is it permissible to use student assistance funds for summer school? Current Position:  Yes. Summer school is not considered grant-in-aid. Student Assistance Fund (Bylaw 16.11.1.8)

21 Question No. 2:  Is it permissible to use student assistance funds for summer access activities? Current Position:  It is permissible to use student assistance funds to provide housing and meals to SAs remaining on campus for summer access activities, but who meet the exception to summer school enrollment.  Student assistance funds cannot be used for an actual element of aid awarded as part of an athletics grant-in-aid.  Conferences and institutions have discretion to use student assistance funds as they deem appropriate.
