3. 2010-2015 GIS Strategic Plan Review
Six strategic initiatives were identified and connected to three organizational goals which serve as the foundation of VGIN's Strategic Plan. The three overarching goals will guide VGIN toward its vision of "Using geographic knowledge to create a better Virginia." The goals and initiatives are as follows:
GOAL 1: Coordination and Collaboration: Provide greater coordination and facilitate collaboration within the geospatial community
Initiative 1: Develop and maintain geospatial standards
Initiative 2: Oversee the development of a statewide geospatial clearinghouse that connects all levels of government
GOAL 2: Communication: Increase communication and outreach to the general public, decision makers, and the geospatial community
Initiative 3: Facilitate geospatial educational opportunities
Initiative 4: Provide marketing advocacy and outreach by acting as the primary champion of GIS in Virginia
GOAL 3: Creative Services: Continue to create a platform for spatial solutions in the Commonwealth
Initiative 5: Provide framework basemap data layers to augment the current orthophotography and road centerlines data layers
Initiative 6: Identify and develop innovative technical solutions

Began with “Administrative Boundaries” to understand and exercise the process

Collaborating on a GIS Data Guidance informational pamphlet to be published by the FOIA Council
2014 Work plan initiative to examine GIS training needs for state and local government GIS staff

VGIN produced a draft dataset, available on the VA GIS Clearinghouse for review
VGIN has received many data contributions (73) from localities to improve the product
Mostly in the form of Town Boundaries
The first official release of the VA Admin Boundaries Dataset is planned September 2014
Annual updates planned for now

"4. Out of such funds available in this item, the Department shall provide funding to the Virginia Geographic Information Network in an amount necessary to implement statewide digital orthography to improve land coverage data necessary to assist localities in planning and implementing stormwater management programs. As part of this authorization, the Department shall also include data to update prior LIDAR surveys of elevations along coastal areas to support activities related to management of recurrent coastal flooding."
Explanation:
(This amendment authorizes DEQ to use available funding to work with Virginia Geographic Information Network to provide better data to support local stormwater programs and activities to manage recurrent coastal flooding.)
