ICAO EUR/NAT Office 3 Introduction The need to develop a new Annex dedicated to safety processes was first discussed during the DGCA Conference on Global Strategy for Aviation Safety (March 2006). The DGCA/06 recommended that ICAO should study further harmonization of safety management requirements and consider development of a new Annex ICAO EUR HLSC Preparatory Seminar

ICAO EUR/NAT Office 4 Introduction ICAO Council and the ANC reviewed this recommendation and concluded that there was insufficient basis for ICAO to justify the development of a new Annex dedicated to safety processes ICAO EUR HLSC Preparatory Seminar

ICAO EUR/NAT Office 6 Introduction Because: It was deemed that the effort required to address what was perceived as mostly an editorial issue would be considerable, with a limited return value; and There was concern that safety-related SARPs in Annexes other than in the proposed new Annex could be perceived as less important to safety ICAO EUR HLSC Preparatory Seminar

ICAO EUR/NAT Office 7 Background information Safety management requirements are incorporated into: Annex 1 Annex 6 Annex 8 Annex 11 Annex 13 Annex 14 These requirements and comments by States thereon as well as developments in ICAO, States and industry in safety management illustrated the difficulties of maintaining the present system, which distributes harmonized safety requirements across several Annexes ICAO EUR HLSC Preparatory Seminar

ICAO EUR/NAT Office 8 Background information ICAO proposed a gradual approach to incorporate harmonised safety management requirements in different Annexes. This approach was intended to allow for an evolutionary change, however, it created some confusion among States. ICAO EUR HLSC Preparatory Seminar

ICAO EUR/NAT Office 9 Background information A more recent development to be considered when reassessing the need to develop a new Annex dedicated to safety processes in the application of CMA for the ICAO USOAP beyond 2010. ICAO EUR/NAT Office 10 Background information Need to revisit two main concerns of the Council and ANC: -consolidation of all requirements related to safety management is justified -content and structure of the new Annex based on uniformity and standardization of safety management processes -States -service providers -reference to one single Doc ICAO EUR HLSC Preparatory Seminar

ICAO EUR/NAT Office 11 Discussion Four options by ANC working group: a)safety management responsibilities and processes could remain in separate Annexes b)safety management responsibilities and processes could be consolidated into a single current Annex c)safety management responsibilities and processes could be subject of a new Annex d)safety management responsibilities and processes could be addressing using another methodology c)safety management responsibilities and processes could be best accomplished through development of a new Annex ICAO EUR HLSC Preparatory Seminar

ICAO EUR/NAT Office 12 Discussion Air Navigation Commission endorsed in principle recommendation understanding that SSP framework should be raised to the level of a Standard and that the new Annex would not have a status different from any of existing Annexes ICAO EUR HLSC Preparatory Seminar

ICAO EUR/NAT Office 13 Proposal The proposal for the HLSC is based upon the notion that a new Annex should include two basic blocks: a)establishment and responsibilities of a State national regulatory and oversight system for civil aviation, as the overarching element; and b)safety management as a whole, framed under the SSP ICAO EUR HLSC Preparatory Seminar SSPSSP State Service providers Service providers SMSSMS

ICAO EUR/NAT Office 14 Proposal Under new Annex, most – but not necessarily all – existing operational safety management provisions would remain in respective Annexes It would be necessary to identify those safety management provisions in existing Annexes which should be incorporated into a new one New Annex should have links to all Annexes containing safety management related provisions and to the related Manuals ICAO EUR HLSC Preparatory Seminar

ICAO EUR/NAT Office 15 Conclusions The current spread of requirements regarding safety management responsibilities and processes across Annexes is satisfactory in the short- term. However, it will not be satisfactory when the current status of the SSP framework as attachment is raised to a higher status. ICAO EUR HLSC Preparatory Seminar

ICAO EUR/NAT Office 16 Conclusions Development of a new Annex should be integrated in the work programme of ICAO according to appropriate timeline This Annex would include the requirements for safety management responsibilities and processes at the State level that encompasses: ICAO SSP framework The USOAP critical elements Key operational safety management requirements ICAO EUR HLSC Preparatory Seminar
