Benefits:  Access to resources such as training, documentation, SRB-level projects, etc Issues:  costs of participation in meetings  one economy/liaison point to provide representation  level of development of PIs c.f APLMF members  APLMF membership includes economies at similar level of development  current access to APLMF material  Password restrictions?
