11  Key points:  Maritime: allows for industrial and commercial uses.  Allows for water-dependent industry (shipping, boat building, aquaculture, etc.)  Residential - Bluff Conservancy: appropriately sited development along bluff.  Generally more precise than existing designation  Planning Commission discussion?
