6 Stage 1 The Special Learner’s Permit Recommendations for Eligibility o16 years of age oParent/Guardian written consent oPass written and vision tests oComplete Behind-the-Wheel training through an approved program to receive a validated permit from MVC for at least 6 months of supervised driving This is called the Early Bird Road Licensing System

7 Stage 1 The Special Learner’s Permit Recommended Components oIn possession of Learner’s Permit oSupervised at all times by a licensed driver who is at least 21, and has had their license for at least 3 years. License must be from NJ. oDriving hours are restricted to 5:01 am to 11:00 pm oDriver and all passengers are required to wear seat belts

8 The Special Learners Permit New GDL Law *Established May 1, 2010* Limit of one passenger regardless of family affiliation. –Excludes the permit holder’s dependents. Display the red sticker on license plates. *All Drivers Under 21 must Display*

9 Stage 2 Provisional License New Name (Probationary License) Recommendations for Eligibility o17 years of age oComplete at least 6 months of supervised driving oSuccessfully complete Stage 1 oPass Road Test prior to driving unsupervised

10 Stage 2 Provisional License New Name (Probationary License) Recommended Components oDriving hours are restricted to 5:01 am to 11:00pm. oNo Driving from 11:01 pm – 5:00 am. oComplete at least one year of unsupervised driving. oDriver and all passengers are required to wear seat belts.

11 Probationary License New GDL Law *Established May 1, 2010* Limit of one passenger regardless of family affiliation, UNLESS a parent/guardian is in the vehicle. –Excludes the permit holder’s dependents. Display the red sticker on license plates *All Drivers Under 21 must Display* No driving between 11:01pm – 5:00am. –Waiver available for employment and religious activities and/or emergency situations.

12 Violation of GDL Laws Violating any of the restrictions of the GDL Permit or Probationary License will result in a: $100 Fine for each penalty

13 Stage 3 Basic Drivers License Recommendations for Eligibility o18 years of age oSuccessfully complete Stage 2 oGo to MVC for new license.

14 What if You Are 17? Examination Permit Recommendations for Eligibility o17 years of age oPass written and vision tests oGo to MVC for permit. No Behind the Wheel needed. oThis is called the Young Adult Road Licensing System

15 What if You Are 17? Examination Permit Recommended Components oPractice supervised driving for at least 6 months oDriving hours are restricted to 5:01 am to 11:00pm. oSupervised at all times by a licensed driver who is at least 21, and has had their license for at least 3 years. License must be from NJ. oPassenger rule is the same as special learners permit. oGet your Provisional License and practice unsupervised driving for 1 year (with same restrictions)

16 What if You Are 21 or Older? Examination Permit Recommendations for Eligibility o21 years of age or older oPass written and vision tests oThis is called the The Adult Road Licensing System

17 What if You Are 21 or Older? Examination Permit Recommended Components oPractice supervised driving for at least 3 months (no restrictions) oPass road test oNO DRIVING HOUR RESTRICTIONS oGet your Provisional License and practice unsupervised driving for 1 year. (no restrictions)

18 Is it Really Working??? oAccording to the U.S. Department of Transportation: ▪In 2004, 14% of all drivers involved in fatal crashes were between the ages of 15 and 20. (3,620) ▪HOWEVER, this group represents only 6.6% of the driving population. ▪The #1 cause of death for 16-24 year olds is related to driving collisions.

19 Is it Really Working??? ▪Most crashes caused by teens occur between the hours of 10:00 pm and midnight. ▪Although young drivers do only 20% of their driving at night, 50% of their fatalities occur at night. - National Transportation Safety Board - Insurance Information Institute

20 Is it Really Working??? o“A study released in July 2006 found that GDL programs can reduce the incidence of fatal crashes for 16-year old drivers by an average of 11%.” o“Every evaluation of a state’s GDL system has identified crash reductions, some as high as 60%.”

21 So What is the Purpose??? o“A teen with a new driver’s license needs time and guidance to gain driving experience and skills in reduced-risk settings.” With the GDL System… oThe introduction to driving privileges is gradual, so that new drivers can obtain sufficient instruction and driving experience.
