4 IPB PhD program Need & Justification Out of the 43,000 PhD degrees awarded annually in the U.S, Only 1, 300 are awarded to African-Americans (4.6%). In 2006, 133 African Americans were awarded a Ph.D. in the biological sciences; only 2.0% of all doctorates awarded in that discipline. Each year the country is graduating at the best one African-American veterinarian with a PhD degree. Among the HBCU’s, TU is currently almost at the bottom of list in conferring PhD degrees. 5 This new faculty driven PhD program will complement the existing Integrative Biosciences (IBS) PhD program and will admit both national and international students. PhD program is vital for a high quality research enterprise of any institution. PhD students are the backbone for not only the bench- work in the laboratories but also for generating new ideas for research and developing grant applications.
