Agenda Item 5: Air Traffic Management (ATM) Issues WP- 06: Staged Implementation of an Unrestricted UPR Zone within Oakland Airspace (Presented by IATA)
2
Summary IATA proposes the staged implementation of an unrestricted UPR Zone within Oakland airspace as a means of achieving the objectives of the Pacific Project. 5 February 20142
3
Discussion IATA believes that the UPR evaluation and implementation work undertaken by the IPACG partners provides a solid foundation on which to commence the immediate staged implementation of an unrestricted UPR zone across the Central and North Pacific Ocean, initially within Oakland airspace. 5 February 20143
4
Discussion IATA is ready to start collaborative work now with the IPACG partners and as such proposes an immediate start to the process of establishing an unrestricted Central and North Pacific Ocean UPR zone. 5 February 20144
5
Discussion To manage implementation IATA proposes the following timetable: Year 1 - Eastbound routes wholly contained within Oakland airspace, starting from the Fukuoka boundary; Year 2 - Westbound routes wholly contained within Oakland airspace to the Fukuoka boundary; 12 Oct 20095
6
Discussion Year 3 onwards – Progressive expansion of UPR start/end points inside Fukuoka FIR, ultimately to/from the boundary between Japanese domestic and oceanic airspace; Year 4 – Expansion into Anchorage airspace. 5 February 20146
