CONVERGENCE OF MGNREGA DEPARTMENT OF AGRICULTURE GOVERNMENT OF TRIPURA

As per the Ministry of Rural Development, Government of India, a lot of emphasis to be given on creation of durable and sustainable assts under MGNREGA through convergence with different schemes. In this regard a road map was prepared and placed in the State Coordination Committee on 7 th February 2014 under the Chairmanship of Addl. Chief Secretary and the following programme for Agriculture Department was finalized.

The priority of Agriculture Department is to promote agricultural productivity by creating durable infrastructure required for bio- fertilizers and post – harvest facilities including pucca storage facilities for Agricultural produce and common work shed for livelihood activities of self-help groups.

Keeping this view in mind the Department submitted a shelf of project with covergance of MGNREGA and Rashtriya Krishi Vikash Yojna (RKVY) to the State Level Sanctioning Committee (SLSC), Chaired by The Hon’ble Chief Secretary of Tripura and members of Planning Commission of India. The Projects included Storage Structure for Bio fertilizers in four new districts, post-harvest storage facilities in all the Agricultural Sub- Divisions, common working sheds in all the Agriculture Sub – Divisions and markets in rural areas with department share of Rs. 1641.51 lakhs and MGNREGA share of Rs 1062.14 lakhs.

But due to the strict guide line of RKVY the projects were not sanctioned, instead four new projects were sanctioned for convergance with MGNREGA. All the new projects were prepared for the RoFR areas to increase production and productivity of foodgrains, to put the economy of the Patta holders in a sustainable growth pattern, emphesis on ecological balance, to generate productivity employment at a faster rete and maintain there after.

The four projects sanctioned by the SLSC are :- 1.Land management including levelling, clearing of jungles/stubbles etc. with a target of 5000 hectares in the RoFR areas of all the districts, costing to Rs. 350.00 lakhs from MGNREGA and Rs. 150.00 lakhs from Department(RKVY) of total project cost of Rs. 500.00 lakhs 2. Water storage structure on table/Flat tilla land with a target of 50 nos in the RoFR areas of all the districts amounting to Rs 30.00 lakhs of which Rs 21.00 lakhs from MGNREGA and 9.00 from Department (RKVY).

Deep tube well with solar Pump for irrigation facilities with a target of 50 pumps in the RoFR areas of all the districts amounting to Rs 310.00 Lakhs of which 217.00 Lakhs from MGNREGA and 93.00 from department (RKVY). 4. Creation of Check dams at lower level through permanent bunds on streams with horizontal triple piston pumps with a target of 20 pumps in the RoFR areas of all the districts amounting to Rs 64.00 lakhs, of which MGNREGA share is 44.80 Lakhs and Rs 19.20 Lakhs from the department (RKVY).

All the technical estimates are already placed for approval. Approval from the Gram Sabha will be taken as per procedure. After approval by the Gram Sabha work will start after the rainy season is over.
