5 Staff Highlighted Areas Staff recommends bringing measure into compliance as Small Saver – Estimated remaining potential on the order of 0.5 to 1 aMW – Staff agrees that current savings analysis reasonable for Small Saver UES 5

6 Estimate of Measure Potential Bonneville provided potato/onion shed VFD achievements for its utilities from ‘09 - ’13 Reported projects have fallen significantly since 2009 – 2009: 31 projects – 2010: 5 projects – 2011: 1 project – 2012: 3 projects – 2013: 0 projects (as of August) Total savings reported since 2009: 0.67 aMW 6

7 Estimate of Measure Potential According to BPA, well over half of the potential in its territory has already been converted to VFDs Staff also reached out to Idaho Power – No estimate of remaining potential; however, – 90+% of its potato/onion shed VFD projects have been in NEW sheds, not retrofits – Only two retrofit projects in the last two years Staff estimates remaining potential for this measure on the order of 0.5 to 1 aMW 7

8 Summary of Updates Updates based on recommendation memo – Ported analysis into latest ProCost template – Cleaned up workbook documentation and analysis – Updated measure savings to reflect results of measured BPA project data instead of conservative rounding of results 8

10 Savings, Cost, and TRC Energy savings increased by 19% – Previous analysis used conservative assumption of 1,000 kWh savings per HP – Proposed analysis uses actual savings resulting from analysis (1,193 kWh/HP) Slight decrease in incremental costs (~1%) Cost-effectiveness remains unchanged – All measures cost effective except 5HP size 10

11 RTF Staff Recommendation Approve the Variable Frequency Drives - Potato/Onion Shed measure as a Small Saver UES Set the sunset date to five years from now 11
