Diversity of Cultural Expressions in Asia : Challenges and Perspectives on the Implementation of the 2005 Convention Preferential treatment measures introduced by developed countries Individual level (human resource development) - programmes to facilitate the mobility and exchange of artists and cultural professionals by, for example, simplifying procedures for visas or lowering visa costs Institutional level – improving market access for cultural goods and services of developing countries through specific support schemes such as co-distribution agreements Industry level – bilateral, regional, multilateral trade agreements

Diversity of Cultural Expressions in Asia : Challenges and Perspectives on the Implementation of the 2005 Convention Developing countries are to take action designed to enhance their benefits from preferential treatment including: an assessment of their needs, priorities and interests introduction of measures to foster an enabling environment for the emergence of cultural industries production of knowledge and expertise to facilitate the distribution of cultural goods and services at the regional and/or international level

Diversity of Cultural Expressions in Asia : Challenges and Perspectives on the Implementation of the 2005 Convention Good Practice: Mongolia’s strategic support to its cultural industries tariff concessions provided by developed countries (USA, Canada, European Union) Granted on the basis of the Certificate of Origin of Goods from Mongolia 2006-2015: export of statues and other wood decorative items, paints, photos, leather Result: facilitated market access and penetration for cultural goods
