For IMC membersslide 2 Introduction This presentation is intended for IMC members and their affiliates. It aims to explain the relationship between the International Music Council and UNESCO. It demonstrates the different characteristics of each organisation and shows how the relationship developed over time. A clear understanding of this relationship will enable members to reflect the situation correctly in their communications.

For IMC membersslide 4 History of IMC-UNESCO Relations IMC founded in 1949 at the request of UNESCO as an advisory body to the agency on musical matters Until 1980s: IMC operations and activities highly subsidized by UNESCO Until mid-1990s: steady decrease of subsidies due to decreasing UNESCO budget 1995: UNESCO adopts new Directives concerning its relations with non-governmental organizations =“forced emancipation” 1996: end of subsidies

For IMC membersslide 5 Application of the new Directives 1995-1996: re-evaluation and reclassification process 1997: IMC obtains official status of an “NGO maintaining formal associate relations with UNESCO” "a very small number of umbrella organizations that are broadly international in membership, bring together specialist international professional associations, have proven competence in an important field of [...] culture [...] and have a record of regular major contributions to UNESCO's work [...] Close and continuous working relations shall be maintained with these organizations, which will be invited by the Director General to advise him regularly on the preparation and execution of UNESCO's programme and to participate in UNESCO's activities."

For IMC membersslide 6 Relations under the new Directives Status reviewed every six years (last time in 2008) Framework Agreement (FA) for six years recognizes IMC as UNESCO’s main partner in the field of music defines areas of cooperation implemented through 2-year contracts subject to administrative and budgetary constraints (2010- 2011: within budget for cultural industries section) Cooperation beyond FA

For IMC membersslide 7 BENEFITS financial: contracts related to the - implementation of the framework agreement (6 years) - execution of aspects of UNESCO's regular programme contributions under the Participation Programme material: office space (free of charge) meeting rooms (preferential rates) rooms for special events (preferential rates) intellectual: advice, consultation availability of programme specialists, experts, lecturers moral support: Patronage use of UNESCO name and logo for specific initiatives

For IMC membersslide 8 Use of UNESCO name and logo (Directives adopted by UNESCO General Conference, valid for all NGOs) use of UNESCO name in connection with IMC name only in the following formulation: IMC is an «NGO in formal associate relations with UNESCO » “IMC (UNESCO)” and “IMC/UNESCO” no longer allowed logo of UNESCO: only upon request and approval, only for projects in cooperation with or financed by UNESCO Websites of NGOs no longer hosted on UNESCO server NGO email addresses ending with @unesco.org no longer possible
