Who are Penderels Trust? We are a leading provider of advice and guidance to disabled people, most of whom are Direct Payment recipients We have been supporting people since 1988 We are a user-led organisation with a firm focus on achieving outcomes We have strong governance with a board of trustees who have disabilities or healthcare needs or are carers We are currently working in 42 local authority areas and with 13 Clinical Commissioning Groups

Using Penderels Trust Experienced, knowledgeable staff based locally in Salford We have been contracted to provide support to individuals in Salford since June 2012 with some staff “Tupe’d” from the previous provider We offer a full advice and guidance service to Direct Payment recipients, including help becoming a (good) employer, using care agencies and managing staff Referrals received via Salford City Council Services to those in receipt or looking to start a Personal Health Budget funded by Salford Clinical Commissioning Group.

What are Direct Payments? A cash alternative from social services in lieu of community care services. A service under Section 2 of the Carers and Disabled Children Act 2000 or Service 17A of the 1989 Children’s Act. To meet an assessed eligible need (except permanent residential care).

Eligibility Must have an assessed eligible need. The service user has capital less than the eligible limit. Will still be required to have a financial assessment to contribute to their care. Legally, a person must be able to consent (by whatever means appropriate). Must be able to manage a Direct Payment with or without support. User must retain control if via third party service.

Who can access Direct Payments? 16+ (there is no upper age limit) with a: Physical impairment Learning difficulty Sensory impairment Mental health condition Or are: Carers Parents responsible for disabled child Disabled parents in their parenting role

Who cannot access Direct Payments? Certain people whose liberty to arrange care is restricted by mental health or criminal justice legislation. Some people who may be in receipt of compensation to support their care need. NB: service users who are subject to Section 117 aftercare arrangements are not excluded.

What can they be used for? To meet an assessed eligible need Personal care and household tasks To employ personal assistants To engage with an agency for support Short term breaks, respite, external day opportunities Transport Involvement in social, leisure, educational and work activities Preventative services, carers ‘one off’ payments

What can’t they be used for? In-house service provision Long stay in a care home Services arranged by other agencies Health services To pay close relatives living in the same household (there are exceptions to this)

Direct Payment Support Help to become a good employer, from placing advertisements to interviewing and job offers. Help with contracts of employer and terms & conditions Using and managing a care agency package Completing financial monitoring forms Advice on employment law and accessing further help if required Training on the records that need to be kept Regular updates via newsletters We support people who have a direct payment for social care or who have a personal health budget

Payroll Services Specialist service supporting individuals who recruit their own personal assistant(s) Supporting over 7000 customers We deal directly with HMRC so our customers don’t have to We provide all the paperwork they need, including timesheets and a payroll calendar We have a direct debit (BACS) service so staff can be paid directly Clear and straight forward charging structure One regular contact within the Payroll Bureau Regular updates on legislation

Managed Accounts We manage individuals’ care monies through our Third Party Supported Account service. Allows individuals to focus on living their lives without the worry and hassle of paying bills or staff wages. Dedicated team ensures any anomalies are quickly highlighted Financial risk is minimised, giving peace of mind to those with a duty of care Safeguards individuals at risk of financial abuse Ensures all payments are made on time and staff paid correctly Number of different options available to meet individual need Robust internal processes ensures high quality service

PA Finder In partnership with: PA Finder is a register of personal assistants who are looking for work supporting people with disabilities to live independently in their own homes in Salford. Direct Payment Employers (and those on a PHB) can use the register free of charge to find personal assistants quickly and easily. Employers are able to search for a personal assistant themselves or be supported as much as required by an Independent Living Adviser. Training Qualified internal team who can provide a number of courses including: –Good Employer workshop –Recruitment Tips –Personalisation for Personal Assistants –General awareness sessions on direct payments/personal budgets We can also help you find suitable training courses on a wide range of topics such as first aid, food hygiene and manual handling.

Appointeeships A money management service that safeguards vulnerable adults We manage both care monies and personal funds Corporate appointee as authorised by DWP Friendly and professional approach supporting a wide range of people Financial risk minimised giving peace of mind Ensures all individuals supported receiving correct welfare benefits Individual has one regular contact within Penderels Trust Money mentoring service helps people retain their own financial responsibilities

Support Planning & Brokerage Experienced team supporting people to develop outcome focused plans. Our approach is a holistic one that supports people to choose the lifestyle they want We support the individual to prepare a plan that is owned by them in a way that suits them Our brokerage service helps support the individual to work towards achieving the lifestyle they want Flexible approach to meet individual needs Excellent local networks Meet National Brokerage Network standards

Referral for Support Referral for support from Penderels Trust is sent from the Social Worker/Team involved in creating the individuals Support Plan. –Support and advice can also be given for those looking at the option of a Direct Payment prior to the plan being agreed, again if referred via the Social Worker. Referrals who have a potential employee identified (PA/Support Worker) will have a costing completed by Penderels Trust staff to ensure all employment costs (NI, annual leave etc) are covered. Referrals from Salford CCG come via the Clinical Commissioning Team based on the individuals circumstances. Private referrals for support can also be arranged.

Changes 2015 From 30 th June 2015 the Independent Living Fund (ILF) will close with budgets being reallocated to local authorities. As yet how this impact those individuals in receipt of funding and their packages has yet to be agreed but is a part of the New Care Act coming into force from April 2015. Individuals in receipt of Social Care Funding (Direct Payments) are assessed by Salford City Council as part of a Financial Assessment to see if they need to contribute towards the cost of their support. Changes 2015 February: –The government intends that Universal Credit will be rolled out to all Jobcentres and local authorities across the country April: –New Care Act comes into force – this is a huge subject! –The government is extending the £2,000 annual National Insurance contributions Employment Allowance to those households that employ care and support workers. Autumn: –New Tax-free Childcare scheme starts to be phased in from autumn 2015 for families with all parents in work, where each earns less than £150,000 a year and does not already receive support through tax credits or universal credit. Payment will be 20% – equivalent to the basic rate of tax – of their yearly childcare costs up to £6,000 per child. –Remaining working age DLA claimants begin to be reassessed for the personal independence payment

Changes 2015 Autumn: –Jobseekers aged 18 to 24 who are not in education, employment or training before claiming Universal Credit will participate in a period of intensive activity and job search support at the start of their benefit claim.
