What is ENIGMA? FP7 project Aim: deploy a joint transnational pre- commercial procurement (PCP) procedure between 5 cities: Eindhoven (coordinator), Malmo, Espoo, Stavanger and Bassano del Grappa Focus: innovative public lighting

What is our goal? Use innovative ICT solutions to improve citizens’ quality of life via an upgraded public lighting system

What are the benefits of PCP? Allows municipalities to take a substantial leap forward in service provision Compensates for market failures Stimulates R&D without procurer lock-in Stimulates business activity and network creation (particularly at SME level)

What are the challenges? Complicated/little known procedure Municipalities can rarely commit to large commercial purchases afterwards Multiple legislative levels acting as barriers Uncharted legal territory IPR arrangements can become contentious
