2. What is ENIGMA? FP7 project Aim: deploy a joint transnational pre- commercial procurement (PCP) procedure between 5 cities: Eindhoven (coordinator), Malmo, Espoo, Stavanger and Bassano del Grappa Focus: innovative public lighting

11. What are the benefits of PCP? Allows municipalities to take a substantial leap forward in service provision Compensates for market failures Stimulates R&D without procurer lock-in Stimulates business activity and network creation (particularly at SME level)

12. What are the challenges? Complicated/little known procedure Municipalities can rarely commit to large commercial purchases afterwards Multiple legislative levels acting as barriers Uncharted legal territory IPR arrangements can become contentious
