3. Necessity of Adoption of New Law on HE Previous Law on HE was adopted in 2000; Republic of Macedonia signed the Bologna Declaration in 2003; Amendments of the Law adopted in 2003, 2005, 2007; Current law was an obstacle in the implementation of the Bologna process

4. New Law on Higher Education Law on HE adopted on 14 March 2008 – Official Journal 35/2008 Amendments of Law on HE adopted on 19 August 2008 – Official Journal 103/2008

5. Main Areas of Intervention  Change of the current structure of the university Functional integration of the University with a fixed transitional period (end of 2008) Legal entity is University, faculties and scientific institutes are integrated units within the University Central university management

Main Areas of Intervention  Change of role and responsibility of university bodies Broader activities for the Senate and Rector New body – University Council (students, employers‘ association, local self- government) Rectors conference for public universities Rectors conference for private universities Inter-university conference

Main Areas of Intervention  Change in the Quality Assurance system: International cooperation in QA (peer reviewers, other QA agencies, relevant associations) Compliance with the Standards and Guidelines for QA in the EHEA Student representatives and representatives of the employers (companies and public sector) Membership in the European Association for QA in higher education

Main Areas of Intervention  Three cycle based higher education system: The first and second cycle to be described by using ECTS and generic descriptors based on learning outcomes Third cycle organized according to Bologna (teaching and research activities) using outcome- based approach.
