IPPC IN MINING AND METALLURGY IN THE REPUBLIC OF MACEDONIA Bosko Nikov bosko@nikov.com.mk

INTEGRATED POLLUTION PREVENTION AND CONTROL  Integrated permit for a new installation  Adjustment permit with an adjustment plan for an existing installation

WHAT IS THE INTEGRATED PERMITTING SYSTEM BASED ON?  Integrated approach, protection of the environment as a whole, avoiding transfer of pollution from one medium into another  BAT (Best Available Techniques)  Pollution prevention rather than control (wherever possible)  Conditions are set up for each installation  Local conditions are taken into consideration

WHAT IS THE INTEGRATED PERMITTING SYSTEM BASED ON? BAT (Best Available Techniques)  The most effective and advanced stage in the development of activities and their methods of operation which indicate the practical suitability of particular techniques for providing in principle the basis for emission limit values designed to prevent and, where that is not practicable, generally to reduce emissions and the impact on the environment as a whole:

INTEGRATED APPROACH Air Noise Soil Waste Energy use Raw materials use Emergency plan Water Management Monitoring

INTEGRATED APPROACH Control  Ensures that the conditions of the Integrated permit are met  all the appropriate preventive measures are taken against pollution, in particular through application of the best available techniques;  No significant pollution is caused;  The hierarchy of waste management is applied  energy is used efficiently;  the necessary measures are taken to prevent accidents and limit their consequences;  measures are taken upon definitive cessation to return the site to a satisfactory state.

LEGAL BASIS  Law on the Environment (O. G. R. M. 53/05), Chapter 12 and 14  IPPC Decree (O. G. R. M. 89/05)  Regulation on the procedure for issuing an A integrated permit (O. G. R. M. 89/05)

TECHNICAL SUPPORT  CARDS 2004 "ENVIRONMENTAL MANAGEMENT STRENGTHENING"  Application form  Pilot applications and pilot permits  Guidance for preparing a permit application  BAT Guidance notes on:  Steel manufacturing  Production of non-ferrous metals and ferroalloys;  Steel processing  Monitoring  Wastewater and waste gases treatment

APPROACH  Two ELV concepts in Europe:  Case by case approach (Ireland, Great Btitain)  Predetermined emission limit values for each sector (Germany)  Macedonia – Case by case  A combination of Environmental Quality Standards and BAT

RELATION BETWEEN BAT AND EQS Concentration  g/m 3 Number of sources General ELVs BAT based ELVs EQS (SK@S)

IPPC INSTALLATIONS  Extractive Metallurgy (Until 30/06/2006)  Makstil  Feni Industries  Skopski leguri  Silmak  Vesna-SAP

IPPC INSTALLATIONS  Processing Metallurgy (Until 30/06/2006)  Mittal steel  WPF 11 Oktomvri  MZT foundry  MZT Hepos  Amak SP

IPPC INSTALLATIONS  Mining (Until 31/12/2008)  Sasa  Toranica  Zletovo  Buchim  Feni

IPPC INSTALLATIONS  Why Mining in IPPC (Mining waste)  Group 5.4 of Annex 1 of the directive 96/61/EC  Other parts – Technically connected units

CONSTRAINS  Low capacity of the regulator  Significant delay of some peaces of legislation (Law on Waters)  Lack of design documentation  Insufficient data  Meteorology, hydrogeology, hydrography  Unavailability of an appropriate hazardous waste landfill  Unclear ownership  Ambiguous limits of responsibilities  The ELV regulation has not been.

CONSTRAINS- AN EXAMPLE Makstil Mittal Steel Skopski leguri Uslugi Sewer
