1
Workplace Transport Safety
2
Workplace Transport Hazards n People struck, run over or crushed by vehicles n Vehicles colliding with each other or plant/equipment n People falling from vehicles n Items falling from vehicles
3
Control Measures
4
Design & Layout of Road Systems n Wide enough for largest vehicle permitted n One way systems where necessary n Avoid routes close to vulnerable plant n Avoid sharp and blind bends n Use mirrors to improve vision n Make entrances/gateways wide enough
5
Design & Layout of Road Systems n Sensible speed limits & signpost n Use speed humps n Display prominent signs where necessary n Provide screens for protection from exhaust fumes
6
Pedestrians n Provide separate routes for pedestrians n Provide barriers or rails at entrances/exits n Fork lift routes should be indicated by floor lines n Where pedestrian & vehicle routes cross, crossings should be provided n Provide subways if necessary
7
Pedestrians n Separate vehicle and pedestrian doors should be provided, with vision panels on all doors n Routes to be used by public should be clearly signposted
8
Pedestrians Separate doors for vehicles & pedestrians Vision panel
9
Pedestrians Separate doors for pedestrian access/egress Vision panel
10
Parking Areas n Suitable & sufficient parking areas for work & private vehicles n Safe locations – drivers should not have to cross dangerous areas n Parking areas should be well lit
11
Loading Bays n Should be at least one exit from lower level n Safe refuges to prevent crushing n Edges of bays clearly marked n Edges may need edge protection n Protection against adverse weather conditions may be necessary
12
Road Construction n Constructed of suitable surfaces n Kept free of obstructions n Kept free from articles/substances which cause slips/trips/falls n Constructed of tarmacadam or concrete where possible n Firm and even with suitable drainage n Avoid steep gradients
13
Lighting n All roads, manoeuvring areas and yards should be adequately lit particularly: –Junctions –Buildings –Plant –Pedestrian areas –Places where there is regular movement of vehicles or mobile plant
14
Road Signs n Adequate signposts at relevant places n Suitable warning signs may be necessary e.g. sharp bends, steep gradients etc. n Similar signs may be necessary for pedestrians n Where necessary, signs may need to be illuminated or reflectorised
15
Vehicle Design n Stability n Safe access/egress n Service & parking brakes n Windscreens wipers n External mirrors to provide visibility –CCTV may be necessary n Horn n Protection to prevent injury in event of overturn, and to protect driver from falling objects n Lights, reflectors, reversing lights and possibly other warning devices n Suitable paintings and markings n Guards on dangerous parts n Seats and seat belts n Protection from adverse weather n Protection from inhospitable environments e.g. dust, fumes, low temperature
16
Maintenance n Materials on road should be removed n Roadways should be maintained n Signs & lighting cleaned and kept visible n Road markings renewed when worn n Pot holes not allowed to develop
17
Vehicle Maintenance n Provide drivers with list of daily checks n Planned preventive maintenance n Consider manufacturers recommendations n Brakes applied & wheels chocked n Raised bodies suitably propped n Trained and competent maintenance staff
18
Vehicle Maintenance Built-in prop for body of tipper lorry
19
Driver Selection n Over 17 years old normally n HGV over 21 years old n Mature & reliable attitude n Not under influence of drugs/alcohol n Ensure visiting drivers are competent
20
Driver Training n RA’s should determine level of training required n Provide suitable training/certification as required n Stress hazards, risks & safe system n Refresher training as necessary n Keep training records
21
Contractors & Visiting Drivers n Provide plan of workplace n Regular meetings n Check contractors safe systems and procedures
22
Reversing Vehicles n Remove need for reversing n One way systems n Identify & mark reversing areas n Exclude non-essential personnel from area n Use banksmen and recognised signals n Install stop blocks or buffers to prevent vehicles reversing onto holes n Reversing alarms n Sensors and trip devices n CCTV n Guidelines on floor may help driver
23
Access on to Vehicles n Restricted to authorised persons n Edge protection n Properly constructed ladders n Non slip grating for walkways
24
Loading or Unloading n Carried out in areas away from traffic n Not take place near to OH Lines n Not carried out on steep gradients n Safeguard against mechanical hazards from tail lifts n Load/unload as evenly as possible n Apply brakes n Do not overload vehicles
25
Tipping n Keep non-essential personnel away n Carry out at ground level n Away from OH Lines n Use wheel stops where necessary n Jump clear if vehicle is made live
26
Tipping Concrete block Stop block
27
Sheeting & Unsheeting n Hazardous when done manually n Use mechanical sheeting where possible n Avoid people on top of load n Carry out away from traffic and strong winds or bad weather
28
Sheeting & Unsheeting Example of mechanically operated sheeting system
