Safety Overview National studies show that light rail is as safe or safer than cars, trucks, direct response services (e.g., taxis, car services, etc.) and buses “The low ratio of accidents-to-provided service gives the public a high level of confidence in the safety of rail transit service and makes rail transit one of the safest modes of public transportation”* Properly designed and operated light rail lines such as the Gold Line are extremely safe * Federal Transit Administration (FTA) State Safety Oversight Report 2003

Exposition Light Rail Transit Project Keys to Safety Light rail safety is achieved through system design, operations, and public education The Exposition light rail line will incorporate safety measures similar to the Gold Line The Exposition light rail line will be operated in accordance with Metro approved rules and procedures The Expo Authority together with Metro will implement a comprehensive safety education program

Exposition Light Rail Transit Project National Safety Statistics Injury Statistics:* - Light rail injury rate is 40% less than motor vehicles (highway) - Light rail injury rate is 45% less than bus Fatality Statistics:* - Light rail fatality rate is 32% less than motor vehicles on highway (highway) - Light rail fatality rate is 31% less than bus *Based on 2003 per passenger mile data from Federal Transit Administration (FTA) State Safety Oversight Report 2003, FTA website and Bureau of Transportation Statistics National Transportation Statistics Report 2006 (excludes suicides when possible)

Exposition Light Rail Transit Project Gold Line Safety Statistics GENERAL GOLD LINE SAFETY STATISTICS Estimated Passenger Miles Traveled: 100,065,000 (4,000 times around the Earth) Total Number of Accidents: 12* - 11 Auto - 1 Pedestrian at Lincoln/Cypress Station Total Number of Injuries: 2** - Both Minor (1 from auto collision and 1 from pedestrian collision) Total Number of Fatalities: 0 *11 of the 12 collisions resulted from failure of the motorist/pedestrian to abide by safety barriers and excludes suicides **Excludes I-210 accident resulting in person being thrown into Gold Line right-of-way and excludes suicides

Exposition Light Rail Transit Project Expo Safety Measures The Expo Project has a total of 61 Crossings - 17 Crossings will be Closed - 10 will be Grade Separated - 6 will have Quad Gates, Pedestrian Gates, and Swing Gates with Audio and Visual Warnings - 19 will be Signalized with Train LED Flashing Sign - 9 (7 driveways, 1 HOV entrance, & 1 pedestrian crossing) will have Train LED Flashing Sign Vehicle Photo Enforcement When Left Turn Possible* Train is Limited to Speeds no Greater than that Allowed by CPUC Regulations, which Vary from a 35 mph to 55 mph *Except gated crossings

Exposition Light Rail Transit Project Safety Education METRO TRANSIT EDUCATION PROGRAM The Program’s Purpose is to Increase Public Awareness and Teach Residents/Students Safe Practices Around Trains, Tracks, Stations, and Crossings Nationally Recognized Premier Program for Light Rail Safety Education Program Includes the Following Modules: - Classroom instruction - Orientation tours - Participation at community events - Potential use of ambassadors during pre-revenue service operations The Program’s Presentations Include: - Site-specific pictures of neighborhood streets, rail crossings and stations - Award winning film dramatizing consequences of failing to practice safe behavior and obey the law - Question and answer session

Exposition Light Rail Transit Project Safety Education METRO TRANSIT EDUCATION PROGRAM – CONTINUED The Program’s Transit Orientation Tours Feature: - Limited to 50 people or less per tour - Begins with a safety presentation - Includes limited trips on Red Line subway and Gold Line light rail - Schools must provide one teacher, parent or chaperone for every 10 students
