Spring Vehicles Delivered Summer Customer Planning Fall Guidance Vehicle Contracts Awarded Ordering Begins In the summer planning for the following fiscal year begins. GSA Fleet Central Office meets with agency headquarters to discuss goals and policies. AFV Reconciliation is completed. Then in the fall the information gathered at the customer planning meetings is sent to the field. Vehicle Contracts are awarded. AFV incremental costs can be calculated. AFV Acquisition Package is sent out to GSA Fleet field offices. Then in the winter vehicle orders begin to be placed with manufacturers. Agency orders are review by headquarters and changes are made. AFV- Alternative Fueled vehicle GHG- Green House Gas PEV- Plug-in Electric Vehicle Incremental Cost- price difference between the lowest priced gas-fueled vehicle and the requested AFV of the same class. Surcharge – the monthly dollar amt. charged per vehicle to fund AFV incremental costs—surcharge Amt. set by Agency HQs. AFV Fund- The money an agency accumulates and uses to purchase alternative fuel vehicles, that is generated through a monthly surcharge that is spread over the cost of the entire Fleet as directed by EPAct 1992/1995 The RIGHT VEHICLE. Eligible Vehicle- a vehicle that meets the GSA Fleet’s replacement criteria Replaced Vehicle- an Eligible Vehicle that is ordered against Additional Vehicle – A vehicle that is not replacing a GSA Fleet leased vehicle…….could be replacing an Agency Owned Vehicle, a commercially leased vehicle or not be replacing any vehicle. Consolidated Vehicle – A vehicle that is owned by a customer agency one day and owned by GSA Fleet the next. Overall the consolidation of USCP vehicles has been a success.  Through this endeavor we have managed to extremely reduce our fleet lifecycle age and green our fleet in line with federal  regulations.  Highlights from the consolidation have brought streamlined GSA tag implementation, fuel card program and advantages to the Department through the STR program.  The availability for GSA to be able to facilitate USCP on last minute request of vehicles to support our mission has been outstanding and seamless.  The FSR assigned to our Department has been very knowledgeable and willing to support our needs and requirements.  The only downsides if you will are the small fee’s identified in billing that were not briefed prior to the consolidation agreement.  We have since worked out those identified cost accordingly. Step 1: FSR, customer apply agency policy, select replacement vehicle in DriveThru and click “Send to Mid-level Fleet Manager.” Step 2: Mid-level FM* receives he/she has vehicles to review in DriveThru. Mid Level FM Approves? No, I suggest . . . Yes! No, I suggest . . . Step 3: HQ FM receives that he/she has replacement vehicles to review in DriveThru. HQ FM Approves? What this shows us is that (for the most part) CO and GSA are no longer between the local customer and HQs. “Order Review” will be an ongoing process instead of happening once a year and requiring many edits. * Mid-level review may not be necessary. Summary Tab in DriveThru helps HQ FM track replacements by SIN, quantity AND incremental costs!! Yes! Step 5: FSR creates orders for manufacturer.
