EXCESS SURPLUS SCREENING EADS/EADS/IADS SCREENING/ FEDERAL TRANSFER 21 DAYS DONATION NOTIFICATION 5 DAYS AGENCY SCREENING CFL SCREENING SALES This is a graphic portrayal of the disposition process since the implementation of GSA Xcess. The chart shows the distinction of excess and surplus property as well as highlighting the overall screening period and the systems that GSA offers to support these functions. Internal agency screening is the first step and we offer EADS to support agencies in this effort. Second, is the simultaneous screening for Federal and donation customers and federal removal. Listed are the major categories of eligible activities. Next, the 5 day notification period allows GSA’s allocating regions to make proper allocation of property to donation customers. The 5 days only come into play if a State Agency for Surplus Property or donation customer makes a request. After that, property is available for public sale, by GSA or the owning agency. 3 You gain entry to EADS by going to GSAXcess. Type in “gsaxcess.gov” in your internet browser.

4 GSAXcess® Worldwide Property
Two methods to get to the EADS Menu When an internal agency user logs into the system, they see the first page of the GSAXcess system, the same page every user sees. To report property or utilize the EADS internal agency disposal system, the user can get there by clicking on EITHER the red Menu button in the upper right-hand corner of the screen or on the menu bar Agency Asset Management Systems (EADS) highlighted in blue at the top center of the screen.

5 MAIN MENU DOE users EADS Menu will not be grayed out based on each users permissions. The EADS Menu will be accessible to all users with an Agency code of 70 with permission levels of Reporting, or Searching or Selecting or Transfer. If a user is not an Internal Agency user, this menu selection will be greyed out. Any functions you do not have permission to utilize will normally be greyed out.

6 EADS PROPERTY REPORTING
EADS reporting is the same as GSAXcess reporting. Enter once and the system knows who to make the property report visible to. The EADS Menu will be accessible to all users with an Agency code of 89 with permission levels of Reporting, or Searching or Selecting or Transfer. If a user is not an Internal Agency user, this menu selection will be greyed out. Any functions you do not have permission to utilize will normally be grayed out.

7 EADS PROPERTY REPORTING
Property reporting is the exact same for all Agency users, except the system knows that you now have an internal agency disposal system and your property is only visible to your agency users for a specified period of time. The property report has two new fields that are specific to internal screening.

8 EADS PROPERTY REPORTING
Drop radio button preselected to “No” so property rolls into GSAXcess after internal screening Excess Release Date is the date of the end of internal screening – system calculates – for EADS Report Date plus the Agency determined internal screening days Drop after Internal screening is preselected to so “No”, which means that when the property has completed internal screening, it will roll directly into GSAXcess or Computers for Learning. If you select “Yes”, that means the property would not roll into GSAXcess, CFL or Sales but the control of the item would be returned to your Agency without any further required Federal or SASP screening. The Excess Release Date is the date the internal screening is completed.

9 Search and Select for GSAXcess ONLY
EADS MENU Search and Select for GSAXcess ONLY Click on Search Items by Category and you get all items available for selection in EADS Agency and Bureau internal screening The first function, Search Items By Category will display all items available for your Agency and Bureau to view and select. Search and Select is an additional EADS search function that allows you to specify criteria to narrow your search. This functions just like the GSAXcess Search & Select Menu but you only see EADS items rather than all of GSAXcess items. To view what is available in GSAXcess, you have to click on Search and Select under the Search and Select Menu.

10 SELECTING EADS PROPERTY
Just like searching in GSAXcess® - EADS Internal Screening has 354 items; 62 w/photos The EADS Search and Select function works exactly like GSAXcess. For DOE EADS in this example, there are 354 items available to view and select, 62 of these items have pictures. You can click on any hypertext to go to the Category or see all items. For this example, you click on Lab Equipment. We are interested in Lab Equipment and click on the hypertext of Lab Equipment

11 SELECTING EADS PROPERTY
Click on the Add to Cart to select an item All available items listed as Lab Equipment in DOE EADS will display.

12 SELECTING EADS PROPERTY
The Add to Cart button changes to “change qty”, the View Cart button increments by 1, and a message is displayed that an item has been added to your cart. You can view the item details by clicking on the Item Control Number hypertext. If this is the item you want, click on Add to cart button directly to the left of the item, just like in GSAXcess. Your View Cart button will increment by 1 each time you select. At this point, you are the only one who knows you have interest in this property.

13 SELECTING EADS PROPERTY
By clicking the View Cart button you can see all the items you have selected for Checkout.

14 VIEW EADS SELECTION CART
Zero out the quantity or click on the Delete button to cancel your request or leave it at one to complete. At this point, nothing happens until you click on Checkout. It is just like a shopping cart in the store, no one knows what you have in your cart until you checkout. When you click on View Cart, you will see a snapshot of all items that you have selected. You have the option of continuing selection, Checkout, or updating quantity or items in your cart.

15 REVIEWING USER PROFILE
If you click on Checkout, this screen will appear where you can enter your Shipping information and other relevant details. Review your shipping information and enter Shipping Address Attention to and click “Submit”.

16 CHECKOUT YOUR ITEMS By entering your profile information and clicking submit, the above screen will display. You can change quantity, delete an item by zeroing out the quantity, change any information in your profile or Checkout by clicking the red Checkout button. Review your selection. You can change quantity, Edit user Profile or Checkout. Zero out the quantity to cancel. Once you checkout, an will be sent to you and the holding Agency to process the transfer.

17 CHECKOUT CONFIRMATION
Confirmation message Once you click the red Checkout button, you will receive a confirmation message telling you that you are successful and also alerting you to any other transactions. The View Cart button is decremented by one (1).

18 EADS SYSTEM MESSAGES Upon checkout the holding agency and the requestor/approving official of the property will receive an detailing the process for transfer and the item details. Any customer with the same AAC that has requisition permission can approve items. When the reporter of the property logs into EADS, they will receive a pop-up alerting them that an item has been requested. ACTION must occur to complete the transfer in the system. To complete the transfer, contact must be made between the holding activity and the requesting activity. Once the transfer order is signed by both parties, the reporter of the property MUST go into EADS and complete the transfer.

19 CHANGING/DELETING EADS REQUEST
If the approving official decides the requestor CANNOT have the property, they can go into EADS or the NUO can go into EADS and delete the request. Change and Delete Requests are functions that allow you to change or delete your Checked Out items if circumstances have changed.

20 CHANGING/DELETING EADS REQUEST
Change or Delete Requests Click on either of the hypertext and either Select the checkbox tot eh left and click Delete to delete or enter the correct quantity in the Change Requests and click Update Quantity.

21 EADS WANT LIST The Want List function in EADS works exactly like the Want List function in GSAXcess, except it only searches and produces results for newly entered EADS items.

22 EADS WANT LIST A want list lets EADS do the searching for you
Clicking on the EADS Want List function will display the above screen. IT displays the requestor and the to send the results to. It allows you to select an excel or word format. It allows you to select criteria of the items you would like to see send to you when they are entered by an EADS user.

23 EADS WANT LIST You can search by FSC, Item Name, Minimum Condition Code, by States Enter any criteria to narrow your results. In this case, Fire Truck was entered with the results being the exact two words with a space in the middle searching in the Noun Name, Make, Model and Manufacturer of the Item Details in EADS. The condition of the property must be Usable or better. You have selected KY, OH and IN as states to search because they are in close proximity to you location. The system automatically sets the search time for 180 days. You can change as needed.

You will receive want list s for 180 days from request when property reported in EADS matches your criteria. And on expiration date warning you of impending expiration unless you entered less than 180 days. Creating a want list in EADS, also creates a want list in GSAXcess® with the same criteria. s are sent to you whenever an item is reported that meets your criteria for 180 days. At the end of the 180 days you will receive a warning message that your Want List entry will expire. At any time you can click on Want List in EADS and change the criteria, length of time or just delete the request.

26 EADS PROPERTY REQUEST ALERT
When someone requests property, you will see this message upon log in. The requestor and their approving official will receive an . When a user logs into the system for the first time each day, if there are Internal EADS property requests from someone in your Agency, the system will display a pop-up alerting you to the request. Only specified Agency Property Officers will be able to approve the transfers for your property. After reading simply click on the X in the right-hand corner of the pop-up to close.

27 EADS PROPERTY REQUEST ALERT

Then, complete the transfer transaction in 'Review and Transfer Multiple Items' located under the EADS internal module. When a user logs into the system for the first time each day, if there are Internal IADS property requests from someone else in your Agency, the system will display a pop-up alerting you to the request. Only specificed Agency Property Officers will be able to approve the transfers for your property. After reading simply click on the X in the right-hand corner of the pop-up to close.

28 HOW TO TRANSFER INTERNAL PROPERTY
To see who has requested your property and to transfer the property, click on Review and Transfer Multiple Items from the EADS menu.

29 TRANSFER EADS ITEMS The EADS Review and Transfer Multiple Requested Items will display. From this screen, you can click on the hypertext Item Control Number to see has requested the item. You can decide if you will transfer all of the items by entering the quantity in the quantity box. To deny the request, just enter zero and click Transfer. By clicking on the Item Control No. you can see who requested the item before you transfer or deny the request.

30 TRANSFER EADS ITEMS By clicking on the Item Control Number, you see that Judy Security wants the item. By clicking on the hypertext you can see what Bureau is requesting. From here you can delete by zeroing out or clicking delete, this in effect denies the request. Nancy Brotherton is the user name. By clicking on the user name, you can find out more information.

31 TRANSFER EADS ITEMS Judy Security is with FEMA DHS and you can contact the employee to set up transfer details. Until you click on Transfer, this request and property item will stay in EADS until action is taken on this item, by either denying or transferring the item. This information is also on the transfer order when the request is first made. The transfer is not recorded until the “official transfer” is performed in EADS.

32 EADS ONLY PROPERTY INQUIRY
The Inquiry Recall button displays a search screen where you can find out about your EADS items. Not all users have this function.

33 EADS PROPERTY INQUIRY This function works exactly like the Property Inquiry function for GSAXCess and will display ONLY EADS items for your Agency and Bureau. By entering the Item Control Number or Activity Address Code you can see all of your EADS items.

34 CURRENT PROPERTY REVIEW
Click on Review Report to see items currently screening in all phases and items that have been transferred or withdrawn within the last 7 days To see all your items currently screening in EADS, CFL, GSAXcess and items that have been transferred/donated or withdrawn within the last seven days, click on Review Report.

35 Agency and AAC automatically pre-filled
PROPERTY REVIEW Agency and AAC automatically pre-filled Your Agency Code and AAC are automatically prefilled. If you are a National Utilization Officer, you can enter different AACs to view each AACs property that is currently screening. Click the red Submit button to see your available items.

36 PROPERTY REVIEW If a red Next button displays, that indicates that there are more than 55 items currently screening. The Status indicates where they are in the screening process, Internal means EADS. CFL means Computers for Learning, Excess means GSAXcess.

37 ALL XCESS & EADS PROPERTY INQUIRY
To view all your property in all phases of disposal for up to one year The Property Inquiry function is yet another function that allows you to view all property currently screening and the status of all other property for up to a one year period. This would include transferred, donated, withdrawn, Sales, etc.

38 PROPERTY INQUIRY By clicking on the Property Inquiry function, the Property Inquiry screen displays. You can search by Item Control Number, Transfer Control Number of Activity Address Code. The best search method of a single item is by Item Control Number. The best search for multiple items is by Activity Address Code. Enter AAC to see all property and click if you want items currently screening or click on History for items that have completed screening for up to 1 year

39 PROPERTY INQUIRY By clicking on the Property Inquiry function, the Property Inquiry screen displays. You can search by Item Control Number, Transfer Control Number of Activity Address Code. The best search method of a single item is by Item Control Number. The best search for multiple items is by Activity Address Code.
