7 Express Lanes: Perceptions & Questions Perceptions: 91 Express Lanes aren’t used, don’t work Toll facility revenues don’t cover costs Questions: How are the 91 Express Lanes operated? Why is throughput different in free flow versus congested conditions? How would the ingress/egress work for the I-405?
8
8 How Congestion Impacts Throughput
9
9 Successful toll facility Grown from 5.7 M trips in 1996 to 11.6 M trips in 2012 Generates sufficient amount of tolls revenue to pay for operations, maintenance, debt service expenses Invested about $14 million in excess toll revenues in other SR-91 corridor projects to relieve congestion Uses congestion management pricing Goal is to maintain free flow speeds and optimize throughput Toll levels set to match relative traffic levels Tolls vary by time of day, day of week, direction of travel Automatic trigger points used to adjust tolls up/down

16 Projected Revenue Covers Costs Using the 91 Express Lanes model: Congestion management pricing HOV3+ free I-405 Express Lanes revenue would cover capital, operations, maintenance, debt service Potential surplus for additional transportation congestion relief, generally within the corridor
