Preface It was stated in the Iraq donor conference in May 2007 that Iraq needs international support like investment aids Iraqi government progress in the political, security, and economic, will be influenced by the donor nations Iraqi government performance maintaining the economy and developing the private sector and enforcing special strategy for the private and public investment.

The present initiative to jump start the private sector and facilitating success lie within the interest of the international donators To support activities to rebuild the country In areas like economics, rehabilitate infrastructure and participating in performing its future targets of achieving continual human development enable them to have the capability of surpassing in performing their duties and having a competitive power of the local and international markets Especially nowadays where the international competition so strong to get profit, survive and continue their activities.

What limits Iraqi private sector Wars: The Iran Iraq war, first Gulf war 1980, second Gulf War 1991 and 2003 which resulted in occupying the country and the fall of all political, security, social, educational and economic establishments Today: deterioration of the security situation, the absence of law and government respect Degradation of environment and revenue Quality control, employment, new products, marketing and the need for transparency Financial markets and what the private business faces everyday Which caused low growth, and even stopped activity all together Human capital flight And flight of capital Therefore we need to plan to stop the economic deterioration in the private sector in cooperation with GOI, associations to provide a better playing field

7. Strategies to facilitate success for Iraqi companies There should be some strategies to facilitate and improve companies abilities to manage business so that they can perform their duties and become a vital element with the rest of the economy

These companies should be covered with legal and administrational privileges, free tax and financial grantees to support its performance, encourage and help them to survive, continue and develop according to the International measures to perform their goals. Provide the logistic services to activate their work and solve the problems and the administrational obstacles which might limit their ability to achieve a high level production and competition and make use of the export and import changes through supporting their participation at the local and international displays of the same mutual business relations Provide credit facilities for exports and free tax motives to encourage these companies to find jobs for the unemployed youth and make use of the experience of the Iraqi youths living a broad to encourage them to return to the country and enhance the feeling of belonging to Iraq.

Provide a suitable atmosphere for the companies to reach a high level of investment to participate in continual human development Make Iraqi a democratic state enjoying security and stability to give these companies good chances to move and have the initiative in employing the jobless people according to the principle of fair chances of justice and equality. Provide new legal administrational and developed cover to support the activities of these companies within their specialization of international and local economical market and avoid corruption and favoritism in performing measures concerning their commercial activities.

Conclusions, suggestion and recommendation, The above mentioned information clearly show that the suggested companies to be established in Iraq through the International aid will face difficult and complicated circumstance because of deteriorated security situation, the absence of the power of law and the danger they face in addition to the geo-politic threats surrounding the country. But since it is unique chance concerning the investment of the companies and the participation in establishing a developed economy in Iraq & to provide many chances to find jobs for the unemployed & to find an economic structure supporting a continual human development, this demands deep scientific thought to take objective action & to find active means for success & development to enhance & strengthen the Iraqi economy. This brings us to conclude that the vital point to be taken by the concern authorities is to provide the security & political stability all over Iraq with the cooperation of the concern government authorities.

The more necessary & very important points are: The necessity of choosing qualified managers capable of running their commercial companies according to the daily demands of the security, political, economic, and social situation in Iraq. The necessity to put the money donated to these companies within the range of investments & employs the jobless people in Iraq which represent a golden base for investment and the high ratio of unemployment, otherwise it will turn to a consumption income & their role will be fragile & weak. Review the structure of the banks and insurance sectors. Provide investment in relation to a solid business plan To originate an office with the name “cooperation & coordination office “to take over all the tasks concerning these companies. The legal, administration, technical & financial of this office will provide services to these companies from registration point till establishment & practicing its specialized business.

This office will take the responsibility of forming a complete follow up when ever needs for monitoring & providing scientific consultations, legal, financial, administration & technical to help the companies to correct their line & help them to overcome their problems at work in the local & international market & with the governmental establishments & civil society To create especial unit with the name “training & qualifying unit “to qualify & develop the skills of the administration staff of these companies. Training in world economy, modern communication according to the needs of the market

14. Impose technical program to mechanize documents, measures & activities concerning these companies. Encourage initiatives and creation in solving structure reform problems. Grant the cooperation & coordination offices the power to stop the facilities or bring to court the companies belonging to them for the cases fixed in the agreement & the valid laws if they oppose to the contract or if the manager of the company demands such order. Activate the items of the World Promise Document to Iraq issued on 3/5/2007 at the donators’ conference of shurm Al- sheikh to provide the elements of success & development to the companies & to qualify its social & economical infrastructure. Deepen the principle of participation between these companies and the public sector and the civil society according to the transparency principle, human rights and democracy. Fix the competition atmosphere so that the companies will perform their activities successful and actively at the local and international markets.
