15 BUILDING STRONG ® Real Estate Programs  HAP – Homeowners Assistance Program ► Original authorization dates back to 1966 Tied to actual or pending closure of a base ► ARRA of 2009 expanded benefits Wounded, injured, ill, and surviving spouse homeowners BRAC 05 organizations w/o proof of causal relationship Service member homeowners permanently reassigned during the home mortgage crisis

16 BUILDING STRONG ® Real Estate Programs  HAP – continued ► Under ARRA $555M ► Terminates in FY12 But will have spent approx $880M ► Not being fully compensated, not made whole, but augmented Up to 95% if sell themselves ► Plus-up of 64 employees (in 3 Districts) Need another 15-20 (but mostly term or temporary)

17 BUILDING STRONG ® Real Estate Programs  DNRP – Defense National Relocation Program ► For employees required to relocate ► Approx $375M  LGH – Leased Government Housing ► Army, Navy, Air Force ($10 to 20M) Acquire family housing for service members in high cost areas where exceeds BAH

18 BUILDING STRONG ® Real Estate Programs  RFP – Recruiting Facilities Program ► DOD program (USACE is Executive agent) ► Locate & lease retail or commercial space ► Recruiters want high-traffic areas Where the high school kids hang-out Shopping malls, strip malls, near High School ► Sometimes want to relocate frequently ► $275M as a result of “Grow the Army” Marine Corps is growing too

19 BUILDING STRONG ® Real Estate Programs  OCO – Overseas Contingency Operations ► Formerly GWOT ► USACE number one priority…. ► USACE has some 500+ civilians downrange ► Real Estate has 20+ personnel deployed Afghan surge, need 40+ Turning to other agencies And to private sector – Schedule A hires (temps)
