CG’s only advisory committee for the marine transportation of bulk hazardous materials Been in existence since 1949 Comprised of 25 members; 3-year terms Members represent: –Chemical manufacturing –Vessel design and construction –Safety and security – Marine environmental protection –Marine handling or transportation of chemicals

4 4 CTAC Organization Main work done by Subcommittee & Work Group Current groups: –Hazardous Cargo Transportation Security (HCTS) –NFPA 472 S/C –Outreach S/C Barge Emissions & Barge Hazard Comms Group MARPOL Annex II Group –International Maritime Solid Bulk Cargoes Newly created to align domestic regs w/international stds “Providing Safety, Security and Environmental Expertise to the Coast Guard and the Nation”

5 5 Major Accomplishments Submitted improvements to CDC defn, including addition of “residue” to account for lower risks; ease security demands (HCTS) Completed analysis with towing industry on effects of adding AN to CDC list (HCTS) Developed new marine emergency response chapter for NFPA 472 for both tank & non-tank vessels (NFPA 472) Barge Industry Best Practices for Vapor Emission Control/Reduction; shared w/AWO (Outreach) Consider best practices to assist first responders improve the identification of barge cargoes (Outreach)

6 6 Major Accomplishments Proposed regulatory language for vapor balancing during “unloading” operations (Vapor Control) Proposed text for developing NVIC 03-06, implementing changes to MARPOL Annex II
