Fuel Oil Tanks – SPCC Plans Bulk quantities of EHS chemicals Rail cars on sidings Hazardous Waste storage buildings/areas Radioactive materials and wastes

7 Carolinas Section AIHA -Roundtable on Security & Terrorism - Industry Perspective 03/14/02 Plan Your Plan Do we plan for execution? Can we boil plans down to an index card of actions? Do we look at multiple failures? e.g., A chemical spill and a fire, or Injury rescue during a HazMat event What specialized first-aid or treatment might be required from chemical exposure Will EMTs/Ambulance crews be equipped? »Where can you get such treatment Do you have an all-hazard plan?

Informed all who will participate in or support our response plan? Plan written for compliance, execution or both? Have we talked through “unified command” issues with outside responders. Fire, Police, HazMat, “Alert Team”, etc.

9 Carolinas Section AIHA -Roundtable on Security & Terrorism - Industry Perspective 03/14/02 Information shared with First Responders Have the plans been filed with: The Local Emergency Planning Committee, The fire & police departments plus EMS, The receiving hospital that will deal with casualties from your facility. Who has a need to know internally & externally? Have you identified who is down stream & relies on water to which site discharges?

What we believe may present hazards beyond property lines? Major vs. minor hazards to the community What we are prepared to respond to vs. that which we are unprepared? Who is the expert(s) on the hazards & controls? Who will be the incident commander?

Do 1 st Responders and Emergency Planners know what we know? Tell them what special monitoring or protective equipment we have? Inform if authorized to share, Work with 1 st Responders to give awareness training on special hazards presented by operations & materials.

What have you told the Hospitals What have you told the Fire/Police? Who speaks for your facility? Who coordinates your command structure?
