2 What is contained in CADASTRE? Cadastral parcels (as of April 2013) Over 628 000 cadastral parcels, i.e. 93 % of Estonian land is registered in the cadastre Over 603 000 items in the cadastral archive – of them about 2/3 are partially scanned Objects causing restrictions and zones of restrictions Over 60 000 km 2 of area objects (e.g. protected area, mineral deposit, etc) Over 140 000 km of line objects (e.g. lines, roads, etc) Over 120 000 of point objects (e.g. single objects of nature or heritage conservation) Administrative boundaries 15 County 226 Municipality 4695 Settlement area

3 Cadastre today Land Cadastre Act Adopted on 12 Oct.1994, since then amended 17 times Software used for the maintenance of cadastre Immovable Property Information System (IPIS) v 0.99 was launched in the autumn of 1995. In February 1996 it was taken into use in the whole Estonia. Spatial data were managed on paper maps.

4 Cadastre today Software used for the maintenance of cadastre At the end of 1998, the information system was named Maaregister (Land Register) and version 2.1. was launched. Cadastral map was mostly maintained in MicroStation separately from alpha-numeric data. In 2001, version 3.0 of Maaregister became available, with which a single-level register was created (implementation of terminal workplaces guarantees nationwide operation directly with the data of central server) and this software and its upgrades are used up-to-now. With this versionn it became possible to register spatial data directly in the cadastre with the help of Geomedia software. Earlier spatial data of administrative and settlement units and cadastral parcels were migrated from MicroStation into Geomedia. Currently v 4.0 of Maaregister is in use.

5 CADASTRE tomorrow new legislative basis the current draft Land Cadastre Act is expected to enter into force in January 01, 2014 new software used for Cadastre development of e-Cadastre started in January 2013 financing of e-Cadastre is provided from the EU structural aids e-Cadastre will be completed on 31 December 2013 and will be adopted on 01 January 2014

6 CADASTRE tomorrow the new act and e-Cadastre will take us to the next level in the maintenance of cadastre so called paper- free procedure – facilitated data submission and faster processing e.g. land surveyor’s virtual office Digital identity card can be used for personal identification and to create a digitally signed document

7 CADASTRE tomorrow connection of land cadastre data with other databases and their dynamic updating: e.g. the natural condition of the cadastral parcel (land use types) will be taken in the future from the Estonian Topographic Database e.g. the boundaries on the landscape element will be connected with the same landscape element in the Estonian Topographic Database e.g. geographical addresses of cadastral parcel will be taken from the address data system when the cadastral registrar receives new and more accurate data from the connected databases, he will change the data correspondingly also in the cadastre

8 Cadastre tomorrow the draft act changes the definition of land surveyor land surveyor TODAY either legal person or physical person license for land re-adjustment works is needed land surveyor TOMORROW: only physical person profession of land re-adjuster is a pre-requisite it will be necessary to apply to the Land Board for an activity license of cadastral surveying
