Aviation forecaster Qualifications and competencies
9
Purpose Update you on the status of the discussions regarding aviation meteorologist competencies and qualifications
10
Outcomes NMHSs ready to show their aviation forecasters met or exceed the minimum competencies to be mandated by WMO / ICAO My participation in this workshop will lead to a collaborative effort between WMO and EUMETCAL in preparing competency based training and assessment methods and resources for aviation forecasters.

Key players Key players What’s planned What’s planned Time lines Time lines Competencies Impact Summary
12
What’s planned Forecaster qualifications and competency statements to appear as Standards from Nov 2010 in WMO Tech Reg. 49 Must meet minimum competencies from Nov 2013 Minimum qualification linked to the BIPM (must show from Nov 2016)

Competency introduction An Aeronautical Meteorologist should be a ’ WMO Meteorologist 1 ’ and shall, A.for the area/airspace of responsibility, B.in compliance with aviation user needs, international regulations, local procedures and priorities and, C.in consideration of the continuous assessment of the impact of meteorological parameters and phenomena on aviation operations, be able to …
17
Proposed high level competencies Maintain a weather watch Forecast aeronautical meteorological parameters and phenomena; Warn of hazardous phenomena; Ensure the quality of MET data and products Communicate MET information to aviation users
18
Competency template High level competency Context statement Description of competency criteria (Suggested assessment methods) Variations Underpinning knowledge, skills and systems
19
Wx watch - context For their area and airspace of responsibility the forecaster monitors observations and forecasts of weather parameters for consistency and significant weather phenomena relevant to aviation. He/She is ready to take action according to defined thresholds and regulations.
20
Wx watch - criteria Monitor weather parameters.. against.. thresholds.. evaluate.. hazardous weather phenomena against criteria of intensity and impact on aviation. Monitor.. discrepancies between current and forecast weather conditions and assess necessary action Monitor consistency with guidance … and adjacent forecasts as it applies to boundary areas
21
Wx watch – criteria (cont) Assess significant synoptic features, weather or cloud in adjacent regions and match forecast weather boundaries and timings as appropriate through liaison Prepare appropriate action detailed under 2. and 3.
22
Underpinning knowledge and skills International and local forecast procedures International and local directives and instructions General meteorological skills
23
Impact Your service needs to be prepared for a visit by ICAO or the national CAA You need to keep good documentation on your staff, their qualifications and their competency assessments There is no uniform certification or accreditation. You are on your own!
24
Summary If you are a met provider for avaition services you need to be prepared to meet the WMO / ICAO requirements by Nov 2013 WMO would be interested to work with EUMETCAL if you were going to prepare resources to help your members meet these requirements AND were willing to share them with the WMO community.
