3 3 6-Step Implementation Process: Publish Planning Standards & Evaluation Criteria  Publish draft NUREG-0654 Supplement 4 and the REP Program Manual in Federal Register for public comment  Convene public comment adjudication team  Ensure consistency between FEMA REP Guidance and concurrent NRC Rulemaking Package  Publish final documents in Federal Register and distribute them to stakeholders

4 4 6-Step Implementation Process: Develop Guidance for Updating Plans and Procedures  Develop crosswalk of specific changes to existing REP Program Guidance  Develop list of new REP Program requirements  Develop guidance for implementing REP/HSEEP exercise processes

5 5 6-Step Implementation Process: Develop Requisite Training Programs  Develop a refresher course for previously trained REP stakeholders that focuses on changes to the REP Program  Scenario Requirements (including Hostile Action)  Integration of REP/HSEEP processes  Review and update existing REP training courses to ensure consistency with the updated REP Program

8 8 6-Step Implementation Process: Evaluate Plans & Conduct Exercises  Plan evaluation will be conducted as part of the Annual Letter of Certification (ALC) process  Grace period of 2 years from the start of new exercise cycle for introducing new scenario elements

9 9 Implementation Concerns  Phasing-in the evaluation of hostile action-based exercises:  Possible increased resource burden placed on States with multiple NPP reactor sites.  Potential for increased findings against State/Local REP programs
