September 2006 – Fatal accident onboard Thomson Celebration focuses industry attention on tender operations & training. June 2007 – MAIB publishes report on investigation of the accident. February 2008 – MSC 84/22/8 submitted by United Kingdom and IACS March 2008 - CLIA responds to MSC 84/22/8. Future?

Proficiency in Survival Craft and Rescue Boats Course: Centred on abandonment. No consideration for anti-collision. Variable pre-requisite experience. Little boat handling/navigation. Conducted in 30 hours. Single hull boats at 6 knots.

Instruction in crowd management Launch and Recovery. Technical Knowledge and Pollution Control. Basic Navigation including collision regulations and coastal piloting as appropriate for the operation. Communications. Manoeuvring/Boat Handling. Passenger Control. Response to Emergencies.

All training conducted onboard utilising ships equipment. Training scheduled around operational commitments. Delegates required to have prior experience before course commencement. Emphasis on skill consolidation and development.

STCW should be amended to include new section ‘Proficiency in Tender Operations’. Most operators already conduct similar in- house training but … Standardisation through STCW would establish international consistency in the training (especially for Non CLIA members). Would not hamper development of different training methods.

Audited by flag state/PSC. Encourages regular onboard training & refreshers. Standards transferable across industry. Assessed by independent assessor. Provides additional practice in the use of equipment.
